The Investigations

The California Fair Political Practices Commission launched a criminal conflict of interest investigation into Adams Kellum's contracts with her husband's employer, which remains ongoing.

Federal authorities began investigating potential fraud involving homeless funds in Southern California in April 2025.

LAHSA commissioned its own review by Norton Rose Fulbright, which cleared Adams Kellum in July 2025, but the agency refused to release the underlying report, claiming attorney-client privilege.

LAHSA's Missing Millions:

LA's homeless agency lost track of a staggering amount of taxpayer money meant to help people on the streets.

$48.3 million in unrecovered cash advances

Between 2016 and 2023, LAHSA handed out $50.8 million in advance payments to service providers. They've only gotten back $2.5 million. That leaves $48.3 million still outstanding.

Of that missing money, $8 million has absolutely zero documentation. No records, no receipts, no explanation of where it went.

$409,000 went to organizations that no longer exist

Nearly half a million dollars was given to providers that have since shut down. That money is gone for good.

$5 million without proper paperwork

County auditors found another $5 million in advances that lacked adequate supporting documentation, meaning LAHSA can't prove what the money was actually used for.

$2.5 billion couldn't be tracked in one year alone

An independent audit found LAHSA's record-keeping was so broken that auditors couldn't track $2.5 billion in spending during a single fiscal year.

This is an agency managing hundreds of millions in public funds with no accountability, no transparency, and no consequences while tens of thousands of people remain homeless on LA's streets.
