Amendment 3 does one main thing: it raises the non-school homestead exemption from about $50k to $150k in 2027 and $250k in 2028. That is a tax cut for people who own and live in their homes. School millage is left alone. The amendment does not raise sales taxes, invent fees, or set anybody’s rent. Calling that a “tax shift” assumes cities and counties will refuse to tighten spending and will instead dump the bill onto everyone else. That is a claim about commissioners, not the ballot language. If they raise fees or slow services, voters can fire them. That is not an argument for keeping inflated homestead tax bills.
