You literally bought the game & are allowed to save the installation file to your local hardware of choice. You can run it on an offline device at any time. How will anyone get to spy on that? Offline is offline man.

My take is that it's the best PC digital option at the moment. Unless something changes, there's no way they can actually act on their ToS. How does that even work?!
