By 2016, Obama and Trudeau were negotiating another arrangement designed to keep Canadian lumber exports at or below an agreed U.S. market share.
Then came Biden. His administration didn't dismantle economic nationalism but industrialized it. Buy America was expanded across federally funded infrastructure, and congressional Democrats proposed an EV tax credit so discriminatory against Canadian built vehicles that Ottawa launched a full court lobbying campaign in DC.
In 2021, Democrats bulked up and attempted to get Biden to get even tougher on Canada. They were pretty fed up + wanted much of what Canadians have heard from Trump this past year. But two things happened that slowed this: Biden was up against it with his oil companies –self-induced political pain; and his US led Global Digital Sales Tax task force made up of liberal leaderships but were facing political expiration. And then Trudeau screwed him precisely at the moment the group had reached consensus.
So please stop teaching Canada-US trade history as though everything was free trade, friendship bracelets and integrated supply chains until Trump.
America protects American economic interests. Democrats do it. Republicans do it. Congress does it. Presidents do it.
Sure the methods, intensity and rhetoric change, but the inherent and underlying national interest doesn't
Canada never understood the assignment. Canada's job was never to find an American political party that loved us. It was to keep their head on a swivel, understanding the US well enough to make Canada strategically indispensable to whichever party Americans elected.
