Dear Mr. Musk,
I am writing to you as a concerned individual who values free access to information and has followed your work with Starlink and its role in connecting people worldwide.
Russia is currently experiencing severe and rapidly tightening internet restrictions. In early 2026, authorities have begun rolling out “whitelist” systems that limit access to only government-approved websites and services during outages and broader controls. Mobile internet blackouts are now frequent, major platforms like WhatsApp have been blocked, VPNs are heavily restricted, and many analysts expect that very soon the Russian internet will be reduced to state-controlled content only. This digital isolation threatens ordinary citizens’ ability to access uncensored news, independent voices, and global communication.
To help preserve a lifeline of free and uncensored internet inside Russia—even in the face of opposition from the government—I respectfully ask you to consider activating Starlink service in Russian territory located 50 kilometers or more away from the Ukrainian border (and other active conflict zones). Starlink’s existing geofencing capabilities would make this targeted approach feasible, ensuring the service supports civilians in the country’s interior while avoiding any risk of use by Russian military forces near the front lines in the ongoing war with Ukraine.
The Russian government would almost certainly oppose such a step. However, there is clear demand among the Russian people for reliable, unrestricted internet. If service were made available, citizens would find ways to acquire terminals and pay for subscriptions, effectively bypassing state censorship and keeping an open window to the outside world.
I fully recognize the significant legal, regulatory, and geopolitical challenges involved, including sanctions and the complex situation around the conflict. SpaceX has already shown great responsibility by restricting unauthorized Starlink use in sensitive areas. A carefully limited rollout in non-border regions, with appropriate safeguards, could align perfectly with Starlink’s mission to bring connectivity to underserved and restricted populations while prioritizing peaceful civilian use.
Your leadership in providing Starlink to Ukraine and other regions has already demonstrated how this technology can empower individuals against adversity. Extending it thoughtfully to Russians facing total information control could make an enormous difference for human freedom and long-term understanding.
Thank you for taking the time to consider this request. It aligns closely with your longstanding advocacy for free speech and open access to information. I would be grateful for any thoughts or discussion on the idea.
Best regards,
Ilya

@CHP_Napa Hi! I saw gray minivan driving on wrong side of highway 29 between St Helena and Calistoga going south. Got this from my front dash cam. Hope he got stopped before he( or she) killed someone.
@adamhousley I was there yesterday driving clients around Napa valley, different locations between Napa, Yountville and St. Helena. It was scary with fire really close, but it was relatively small compared to what it is today. Hopefully people got out of all the dangerous places.
Did Morrison just testify that there was nothing wrong with the Trump-Zelensky call? Did I hear that right? (If so, might explain why Vindman took his concern to the lawyers and not Morrison)
Why did Morrison want to lock down the Trump-Zelensky transcript call if there was nothing wrong w/ it? Not credible. We would have never known about it if not for the whistleblower, which is why Morrison is so pissed at Vindman, since he thinks Vindman informed whistleblower
Biden tells @donlemon he's "embarrassed by" Graham's actions after senator asks Pompeo to turn over docs related to Hunter and Ukraine
