現役世代の保険料の負担を軽減したいと考えています。

２０２１年度に、協会けんぽの保険料収入は９兆９千億円ありましたが、この年度の医療保険の給付額は６兆７千億円でした。

ところがこの年度に、協会けんぽから後期高齢者支援金として２兆２千億円、前期高齢者納付金として１兆６千億円が支出さ��ています。

大企業の健保組合の場合、この年度の保険料収入は合計して８兆３千億円、医療保険の給付は４兆２千億円でした。

そしてやはり後期高齢者支援金として２兆円、前期高齢者納付金として１兆６千億円が支出されています。

協会けんぽの場合、働く人が納めた健康保険の保険料の約３８％が「支援金」として、協会けんぽの外に支出され、健保組合の場合、約４３％が「支援金」としてやはり健保組合の外に支出されています。

「保険」というものは、本来、所属するグループの中でリスクを分け合うもののはずですが、集められた資金の４割がグループの外に支出されているのは、もはや「保険」ではなく「課税」なのではないでしょうか。

つまり現行制度では、高齢者の医療費の多くを、現役世代が賃金への「課税」で負担して���ることになっています。

税と違って保険料は引き上げやすいことから、現役世代の給与をベースにする保険料負担が大きくなっています。

中小企業などの賃上げの原資を生み出すためにも、現役世代の負担が過剰とならないよう���高齢者の世代内での助け合いを今以上に深めていく必要があります
