Quantum computing presents unusually difficult challenges for export controls because its ecosystem is inherently international: no single country dominates the supply chain, but dominant nodes do exist.
By applying controls across the entire quantum supply chain, Western governments seek to deny adversaries access to these critical nodes while reducing the need for continual regulatory adjustments to close emerging loopholes.

Polish officials have now confirmed that the missile which struck a field Thursday near a town in Southeastern Poland, causing a large crater but thankfully no injuries, was indeed a Russian Kh-101 air-launched cruise missile, which entered the country via its border with Ukraine.
