@RepMariaSalazar Diosdado is a criminal with a bounty on his head. Only naive incompetent bureaucrats would pretend otherwise and continue to deal with him.
Someone who witnessed the altercation between Diosdado Cabello and the U.S. rescue worker gave me several important details:
Diosdado was trying to put on a show of rescue operations and ordered that any vehicle passing through the area in the video be stopped. He even asked that helicopters not fly overhead so they could "work in silence." The problem: the U.S. rescuers had already swept the building Diosdado wanted to check, and the Americans had information about other people nearby who needed urgent attention.
That's where everything we already know comes from: a group of armed police aggressively stopped the Americans' truck, and Diosdado himself stepped in front of it and banged on the hood to block them. The rescuers got out and confronted him, accusing him of sabotaging their work.
In the video, the rescuer, visibly upset, is heard calling out the whole situation: "There's somebody right over here crying for help," and demanding he move: "Back up, back up."
In the end, Diosdado appeared to offer "the solution" of pushing the vehicle through so they could pass in silence. The rescuer replied that he was not happy with the arrangement.
