A clue: The Carney-Eby housing announcement is best understood as counter-cyclical housing policy. Poilievre and others seem to be projecting what they’d do onto Carney.
Ottawa and B.C. are trying to jump start the program by not having to build every affordable unit from scratch. They are using a soft condo market to move already-built vacant units into affordable housing faster. At discount prices.
Prices are falling. The condo glut accelerating.
Metro Vancouver condos are no longer trading at 2022 conditions. In May 2026, the apartment benchmark price was $697,800, down 7.9% year-over-year.
Sales were weak, active listings were elevated, and the sales-to-active listings ratio was only 13.1% overall and 14.2% for apartments.¹
Last fall, about 2,500 new condos were reported sitting unsold and empty in Metro Vancouver. That was already roughly double the prior year.²
The glut is growing - as of May 2026, CMHC reports 5,317 completed and unabsorbed condo units in the Vancouver CMA, and 6,149 completed and unabsorbed homeowner plus condo units overall.³
CMHC’s Spring 2026 Housing Supply Report points in the same direction: condo presales have collapsed, unsold inventory has surged, and Vancouver recorded the highest unsold condominium inventory at completion among the major markets studied.⁴
Rental pressure has also eased. CMHC reported Vancouver purpose-built rental vacancy at 3.7% in 2025, the highest since 1988, with rent growth at a two-decade low.⁵
So the public policy logic is clear and consistent with federal housing strategy.
The new Canada-B.C. Partnership on Condo Conversion, through Build Canada Homes and BC Housing, aims to convert more than 2,200 vacant condo units in priority growth areas into affordable homes.⁶
Priced properly, this delivers affordable housing faster than new construction, uses public financing when sellers have less leverage, and reduces completed homes sitting empty while people need housing.
The broader Canada-B.C. package also includes nearly $1.6B in federal funding over 10 years, matched by B.C. for up to $3.2B, to reduce development charges by up to 50%, save up to $40,000 per unit, and fund housing-enabling infrastructure.⁶
This is not the whole housing solution.
But it is a smart use of market timing: buy or convert when the market is soft, not when prices are at peak.
