@5Solae Call is an administrative issue. But it certainly not a procurement issue. Billions of dollars were spent by various procuring entities using the procurement rules. If an entity is not able to use the same rules to spend, it was not because of the procurement rules.
@5Solae Where can I read those facts for myself? Neither the auditor general’s report nor the responses from ODPEM indicate that they were delayed in spending funds because of the procurement rules. In fact, they used the emergency procurement rules to spend what they did.
Public bodies are being reminded that they must carefully justify any decision to invoke emergency procurement procedures, as these rules are not designed for automatic or prolonged use.

State Minister in the Ministry of Finance and the Public Service, Hon. Zavia Mayne, is urging procuring entities to fully utilise the Government of Jamaica Electronic Procurement (GOJEP) system to guarantee transparency and accountability in public contracts.
The GOJEP platform forms part of the Government’s drive to modernise procurement and enhance trust, efficiency, and compliance.
Mr. Mayne emphasised that the effective use of GOJEP, which provides access to tenders, bid openings and contract awards, is vital for regulatory compliance.
The Government estimates that, as of January 8 this year, the value of emergency procurement contracts has exceeded $5 billion since the passage of Hurricane Melissa in October 2025.

The public will soon see more improvements to the country’s electronic procurement portal, GoJEP. GoJEP is a web-based, collaborative system designed to facilitate the full life cycle of the tendering process for both buyers and suppliers.
