Some Cosmos folks strongly support lowering the community pool tax rate to 1% or even 0%. Whether that’s a majority view is unclear, but I respect it and will continue tracking sentiment.
In the meantime, still planning to propose reversal of Proposal 88, and revert tax rate to 2% as an interim resolution.
There are also calls to eliminate the CP entirely. Before moving in that direction, we should hear from ICL leads on how the CP could be better managed and what its funding priorities should/can be. Following consideration of their suggested guidance, if the community still leans towards a 0% rate or a "disappear CP" motion, I’ll submit a follow-on prop to this end.
That said, if we don’t nuke the CP and instead reduce $ATOM inflow and CP size, we still need safeguards.
For example:
- No “cost-plus” agreements
- Cap proposals at $250,000
- Max $300,000 per grantee/project per [x] period
- Mandatory and demonstrative transparency at pre-proposal stage (budgets, KPIs, clawbacks, disclosures)
- Validators with clear economic benefit on spend props must not vote. Voting "Abstain" affects quorum and influences proposal outcome
If CP remains, basic oversight is essential.
I’m not volunteering or nominating myself, but this issue can't be overlooked longer. Oversight doesn’t have to be embodied through a person or committee. Can be initially embodied thru establishing some ground rules.
We’re so ambitious and neurotic about governance reform that any incidental momentum gets lost in deliberative gridlock. And nothing gets done!
Let’s focus on the common sense stuff that has common ground, first.
