AFP Advances Modernization with New AFPSEMO Building Project

Armed Forces of the Philippines (AFP) Chief of Staff General Romeo S Brawner Jr. led the groundbreaking ceremony for the new three-story building of the AFP Systems Engineering and Modernization Office (AFPSEMO) held today, here.

Joining General Brawner during the ceremony was Major General Ivan DR Papera, Chief AFPSEMO, along with other AFP officers and personnel. The construction of the new AFPSEMO building highlights the AFP’s commitment to enhancing institutional efficiency and advancing modernization initiatives that will contribute to a more capable and responsive armed forces.

The AFP continues to pursue infrastructure development projects aligned with its modernization program.

REPEATED INTRUSION DOES NOT CREATE LEGAL RIGHTS | China’s continuous presence and aggressive actions in the West Philippine Sea are not lawful operations — they are calculated attempts to normalize illegal activity through repetition, intimidation, and propaganda.

From maritime militia swarms to coast guard incursions deep within the Philippine Exclusive Economic Zone, the strategy is clear: pressure the Philippines into silence and make unlawful actions appear “normal” over time.

But no amount of intimidation can rewrite international law.

The 2016 Arbitral Award already rejected the so-called nine-dash line. Under UNCLOS, maritime rights are defined by law — not by coercion, historical revisionism, or manufactured narratives.

The Philippines will continue to document, expose, and challenge every illegal action in our waters.

Filipinos will stand firm.
The Filipino people will defend what rightfully belongs to them.

CHINA CALLS THIS ‘PEACE’? CHINESE VESSELS CAUGHT OPERATING INSIDE PHILIPPINE TERRITORY AGAIN | China keeps insisting its actions are “peaceful,” yet its vessels continue entering Philippine waters to conduct unauthorized research, deploy personnel, and operate under coast guard escort inside the territorial sea of Pag-asa Island.

If Cinah truly believes these waters belong to them, then why does every move require intimidation, escort ships, and gray-zone tactics instead of transparency and lawful cooperation?

A country confident in legitimate claims does not sneak into another nation’s EEZ to gather data under armed protection.

This is not scientific curiosity.
This is strategic intrusion disguised as research.

China’s problem is simple:
the more aggressively it tries to force its narrative, the more the world sees how desperate it has become to legitimize a claim already rejected under international law.

The Philippines is documenting.
The world is watching.
And no amount of repeated intrusion can turn fiction into sovereignty.

In response, the PCG Commandant Admiral Ronnie Gil Gavan directed PCG Islander 4177 to conduct an MDA flight in KIG. The flight monitored the unauthorized operations near Sandy Cay 2 and confirmed the presence of the Chinese research vessel and its support vessels engaged in MSR without the consent of the Philippine government. The MDA flight also documented twenty (20) Chinese Maritime Militia Vessels (CMMVs) scattered in the surrounding waters of Sandy Cay 3 and 4.
