Luis Serrano Arcila, 19, has a HISTORY of multiple sexual assault allegations.

He was finally arrested after he allegedly engaged in the sextortion of a minor on Snapchat, and then blackmailed her into a meetup where he R*PED her.

Arcila is now in custody on a $75k bond and has an ICE detainer hold.
