There’s still 5 guys in the backfield. That ball is spotted on the 2 yard line so the 2 WRs, 1 TE, QB, RB. Even if Decker is eligible it’s an illegal formation. The questionable player we can’t really tell from this angle is the TE but it looks like he’s not on.

Ideally you want the upper body as a whole following the whip around of the lower body so the arm doesn’t have to generate all the power and do all the aiming at the same time.
