As of November 2025, IRCC’s security screening projections indicate that, based on recent screening times at partner agencies and current inventory levels, comprehensive security screening referred to a partner agency will take approximately 64.8 months to complete for permanent residence applications.
Using the same standard, for temporary residence applications referred for comprehensive security screening, the projected completion time is approximately 30.3 months.
The service standards for comprehensive security screening are 110 days for permanent residence applications and 28 days for temporary residence applications.

Question: If a permanent resident without a Permanent Resident Card somehow gets on a plane to Canada what will happen when they arrive? Do they have to answer questions about whether they have met the residency obligation?
Answer: Commercial carriers are legally required to ensure that passengers are properly documented for travel to Canada. Subject to limited exceptions, a permanent resident who does not hold a valid PR Card or Permanent Resident Travel Document should not be permitted to board a commercial carrier. Expired PR cards and Confirmations of Permanent Residence are not valid travel documents for entry to Canada.
If a permanent resident arrives at a port of entry without a valid PR card or a PRTD, a border services officer must first determine whether the individual is in fact a permanent resident. Until that determination is made, the individual is treated as a foreign national.
Although permanent residents have a right to enter Canada, that right does not prevent the Canada Border Services Agency from assessing whether the individual is admissible.
Where a border services officer determines, on a balance of probabilities, that a permanent resident has not complied with the residency obligation, the officer must explain that while the individual has a right of entry, the officer may prepare a report for referral to the Immigration and Refugee Board.
If a permanent resident refuses to provide information relevant to compliance with the residency obligation, and there is insufficient information to support the preparation of an admissibility report, the officer may refer the matter to an inland office, which will decide whether a further investigation is warranted.
