Canada urgently needs to explain what is happening to hundreds of Alberta Portage College/CIOT students.

These students were admitted to an IRCC-approved DLI, received IRCC-approved study permits, invested $30,000–$50,000 in tuition and living expenses, completed their studies, and followed the rules.

Now, since July 8, many have received PGWP refusals stating their programs are “non-credit.” Yet students are questioning why this criterion is not clearly reflected in IRCC’s publicly available operational instructions. At the same time, some students from similar programs have reportedly been approved while many others have been refused. How can identical situations lead to different outcomes?

During COVID-19, many of these same students were celebrated as frontline heroes, working in long-term care and essential services. Canada extended opportunities for many who stepped up when the country needed them.

Today, those same students are losing their ability to work, losing their maintained status, and facing uncertainty because of inconsistent PGWP decisions.

How is this fair?

If there has been a policy change, publish it clearly. If there has been an error or inconsistent decision-making, acknowledge it and review the affected files.

International students trusted Canada’s immigration system, invested their futures here, and contributed to Canadian communities. They deserve transparency, consistency, and procedural fairness—not silence.

Please review these cases before more lives are disrupted.
