Similarly to how "1% of people are criminals" life is made increasingly worse by a fractional, but significant portion of the population that embraces and revels in asymmetrical attacks on others.

Most of the politicians, cops, etc., people who defend stuff like this would never allow anyone to do this to them. If you just get a drone, site your local ordinances and start filming cops and politicians, you'll be arrested inside of a day or two.
