A few things happened;
1) People started moving away from immediate family
2) Daycare used to be just that. An outside play area, meals, entertainment, naps, etc.
3) States got involved with licensing, regulations, certification, etc. requirements.
So, (number 1) grandparents aren't within a realistic distance. (number 2) People started becoming convinced that early childhood development was a necessity. This lead to "teachers" and educational specialists. Childcare by age group with specialists and special training for each age group. (number 3) The government got involved. Regulations, inspections, fees, safety/medical training and requirements, employee certification/training requirements, etc.
We lived in Big Spring TX in the mid 90's. Daycare was $150/m ($325 in today's money) for a 2 year old at an awesome family run daycare. Average daycare today for a 2 year old is $1200-1600.
