It's an issue of local government policies which are considered "progressive," so the only thing that can be done is to elect people who have fundamentally opposite policies to the current leaders. Unfortunately, I don't expect that to happen. Many current leaders in my city run unopposed during elections, so their victory is always certain.

In my city, needle waste on the street is very common.

The local government provides a "needle exchange program" for drug addicts in which sterile injection needles (funded by taxpayers) are given. It is promoted as a way to reduce the spread of HIV and other blood diseases. However, it has also lead to widespread drug addiction and discarded needles are found everywhere.

The police are ordered to ignore public drug use. Seeing drug addicts stumbling around like zombies in my city is common.

Also, there is a fine for littering ($100) but it's rarely enforced.
