आज दिल्ली में स्वच्छ सर्वेक्षण ग्रामीण 2025 का शुभारंभ करने का अवसर मिला । यह भारत का सबसे बड़ा ग्रामीण स्वच्छता सर्वेक्षण है, जो 21,000 से अधिक गांवों, 761 जिलों और 34 राज्यों एवं केंद्र शासित प्रदेशों को कवर करेगा।

माननीय प्रधानमंत्री श्री @narendramodi सर के दूरदर्शी नेतृत्व में, भारत ने स्वच्छता के क्षेत्र में जो क्रांतिकारी प्रगति की है, SSG 2025 उसी यात्रा को अगले स्तर तक ले जाने की दिशा में एक महत्वपूर्ण कदम है।

यह सर्वेक्षण स्वच्छ भारत मिशन ग्रामीण (चरण-II) के तहत ODF प्लस मॉडल को मज़बूती देने और ज़मीनी स्तर पर स्वच्छता की वास्तविक स्थिति का मूल्यांकन करने के लिए तैयार किया गया है।

SSG 2025 केवल एक सर्वेक्षण नहीं, बल्कि राज्यों और जिलों के बीच एक स्वस्थ प्रतिस्पर्धा को बढ़ावा देने वाला प्रयास है। इसका उद्देश्य ग्राम पंचायतों, जनप्रतिनिधियों और नागरिकों के साझा प्रयासों से स्वच्छ, स्वस्थ और टिकाऊ ग्रामीण भारत का निर्माण करना है।

News article published in Hindi news daily “Vishwavarta” with regard to the alleged irregularities in the implementation of Jal Jeevan Mission in the state of Uttar Pradesh.

Sir,
In continuation of the earlier report in reply to the news article published in Hindi news daily “Vishwavarta”, the instant additional report with regard to the Paragraph-wise alleged allegations levelled in the news article dated 02.01.2025 is being submitted hereinunder:

1. The statement made in the first paragraph of the news article wherein it has been mentioned that there is misappropriation of Rs. 31303 crores in implementation of Jal Jeevan Mission and that a PIL No. 731 of 2022 has been filed before the Hon’ble High Court which has been accepted.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. There is no misappropriation of funds in implementation of the Jal Jeevan Mission. Though a PIL has been preferred before the Hon’ble High Court, however, despite the SWSM filing its detailed Counter Affidavit on 20.09.2024, denying the averments made in the PIL, till date no Rejoinder Affidavit has been filed by the Petitioner. Moreover, the matter is sub-judice before the Hon’ble High Court.

2. The statement that few contractors have been given work worth 600-700 crores under the Jal Jeevan Mission, and payments were made without Third Party Inspection.

Reply- The aforesaid statement not admitted as stated. The contractors were engaged through a transparent e-tendering process while following the norms and guidelines prescribed by the Government, the work has been awarded as per the bid capacity of the contractor/consultant. There has been no deviation in the e-tendering process. No payment has been made without Third Party Inspection. Due to the transparency bidding process adopted by the department, the average per FHTC cost is less as compared to other major States, and all the agreements executed for work have been below the departmental rate. All payments have been made to the Contractors as per the Rules and Regulations.

3. The statement that in other States payment is made to TPI @ 0.2 % - 0.05%, while in State of Uttar Pradesh, the same has been made @ 1.33%.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. There are various states where the rates are even higher than those paid in the State of Uttar Pradesh for similar work. The rates at which payments are made in the State of Uttar Pradesh is as per the contracts executed after following the transparent e-tendering process, on QCBS basis, and the TPI have appointed as been the standardized norms. The rate of 1.33% of construction cost was found reasonable by the Tender Evaluation Committee headed by the APC.

4. The Statement that Jal Nigam is not engaged in implementing the Jal Jeevan Mission.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. Uttar Pradesh Jal Nigam is the executing agency of Jal Jeevan Mission in State of Uttar Pradesh.

5. The statement that in the PIL allegation is made that the norms of the tender were approved by the Cabinet, after which the conditions were changed.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. All the e-tender were floated under Jal Jeevan Mission as per RFP approved by the competent authority, including the Cabinet.

6. The statement that, as per the guidelines of Jal Jeevan Mission one consultant was given many works, and while ignoring the technical bid of one consultant, its financial bid was opened, while one consultant was given work in more than 05 clusters ignoring the guidelines.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. For implementation of the Jal Jeevan Mission in the State of Uttar Pradesh, a transparent and unbiased procedure has been adopted and all the contractors and Third-Party Inspection Agencies have been selected through e-tendering process by a High-level Committee presided by the Agricultural Production Commissioner (APC) and the Request for Proposal (RFP) of all the tenders issued have been duly approved by the competent authorities.
Further, no consultant has been given work in more than 05 clusters. The entire process in selection of the consultant has been undertaken in transparent manner.

7. The statement that the budget of Jal Jeevan Mission was Rs. 120,000 crores which has been increased to R. 175,000 crores.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. The estimated cost of scheme approved under Jal Jeevan Mission in the State of Uttar Pradesh is approximately Rs. 155,000 crores, which has been adhered to.

8. The Statement that “Har ghar nal se jal” yojna was introduced in the year 2018 in Bundelkhand and Vindhya region, however, the same has not been completed till 2022.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. Jal Jeevan Mission was launched on 15.08.2019 and the first agreement for Bundelkhand region was made in June, 2020. However, due onset of COVID-19 pandemic and certain statutory clearances required from various departments, the progress of project was delayed, however, now the project is being undertaken with full swing and project is about to be completed.

9. The Statement that till August, 2022 the progress of Jal Jeevan Mission in the Country was 52.74%, however, in the State of Uttar Pradesh was only 16.42%.

Reply- The progress of Jal Jeevan Mission in the State of Uttar Pradesh is 87.14% as of 04.01.2025, which is above national average of 79.56%.

10. The Statement that Shri Ram Sewak Shukla had visited 20 villages in 3 districts namely Kanpur Nagar, Sitapur and Lucknow, wherein, the village Pradhan of the aforesaid villages had allegedly complaint that no work with regard to Jal Jeevan Mission had taken place in their respective villages.

Reply- The aforesaid statement is absolutely incorrect and vehemently denied. Detailed inspection was done and it was found that the complaints were unsubstantiated and the actual work progress was on an average between 80-90% in nearly all the aforesaid villages, and the work of Jal Jeevan Mission in being undertaken rigorously. Further Shri Ram Sewak Shukla, is not a competed authority to undertake the such inspections.
