It's possible that Portugal didn't want to finish first. Let me explain:
1. The teams on Argentina's side of the bracket are mostly non-European sides: Ghana, Argentina, Algeria, Egypt, Ecuador, Mexico, Brazil, and Ivory Coast.
These teams know how to play in the heat, the same or even harsher than what there is in the USA right now.
Meanwhile, on Portugal's side, most of the main teams are European: Croatia, Spain, Belgium, France, and Germany.
They are all accustomed to playing in the more favorable conditions of Europe, and we have seen the non-European teams do exceptionally well in this World Cup in terms of physicality, endurance, and results.
2. The teams Portugal have on their side of the bracket are teams they have played before, either in the Nations League, where they defeated Croatia, Germany, and even the favorites, Spain, or at the Euros.
So they already have an idea of how to play against these teams.
3. Martínez didn't make any proper attacking substitutions at any point in the game. He replaced João Cancelo with Dalot (defensive sub), Mendes with Nunes (defensive sub), Vitinha with Costa (defensive sub), and Rúben with João (defensive sub). All of them were brought on to provide fresh legs in defense so that they wouldn't lose.
I think Portugal and Martínez believed this was the more favorable outcome. That's why there was no attacking intent throughout the game.
We have seen their intent against Uzbekistan. They know how to cross, they know how to create chances, they just didn't want to.
Many of you will call this a coping mechanism, but I can't think of any other possible reason why there was no intent to attack, only to defend.
