Seems the second officer let him down.

@NealDonohoe @bobby1955 When speaking to some German police officers on a study visiting us, some of their tactics were interesting to say the least. Always dressed in Code 1 for any demonstration, and use of larger cans of CS, respirators and the capability to mix CS into water cannons!

@Ste_Story In my force if you get a NIP you do the following: Write up justification/CAD etc, get authorised and confirmed Insp and C/Insp (for a PC, higher ranks = higher authority needed), send completed form back, NIP gets recinded.
