I love being on-property, especially at the EPCOT resorts (of course you rope drop from there).
For the price, the LBV hotels are hard to beat, when all you're using them for is a crash pad, you're visiting every few months, and you love DS.
Locking the buses away will remake the calculus. Suddenly Bonnet Creek (which has better hotels than LBV) and AirBnB/VRBO will make a lot more sense.
UO can also really make this difficult by opening EU up to UOAP's.
As someone who has frequently stayed at LBV hotels and used Disney buses, I think you're underestimating the incentive.
DS->Beach. Walk in to EPCOT
DS->Contempo/GloFro. Walk into MK
DS->Boardwalk. Walk to DHS
Less direct: DS->CB. Skyliner to DHS
I think the time is a wash. Parking at TTC or EPCOT and then getting in is, what, 30-40 minutes? At EPCOT it's ten minutes from Beach to IG, with lower crowds. At MK you bypass ferry/monorail.
Who is calculating that the amount of park time lost by parking at DS, taking a bus to a resort, then a bus or monorail to a park, is saving any amount of money? Can you even make it into the park before 11? Is saving $35 per car really worth 2 hours of park time?
They are not equivalent to a WDW bus:
* Only run once per hour
* Two parks per bus
* Depending on the hotel, can be multiple hotels per bus
* Drop/ pick further away than Disney buses: MK - TTC, EPCOT - waaaaay over on the side, DHS and DAK - also way over, just not as far
DS-> Beach ->IG and back is so much nicer than driving or coach busing into EPCOT. It's so much more pleasant and it's probably around the same amount of time.
Same with DS->Contempo->MK. It's nicer and less stress.
If we're going to DAK, we would probably rideshare or coach bus going in, but on the way back, it's always going to be rideshare or resort hop and wander and then bus to DS.
DHS has all sorts of options: walk or Friendship to Y&B->hang->hop a bus to DS, Skyliner to CB or Riviera then a bus to DS.
I just kind-of nerfed my own point: I don't think it's that many yocals, but maybe it is, because I don't think that many yocals want/need to rope.
As for having an AP but staying at LBV, we (and the other out-of-state AP's I know) don't rent a car. We rideahare to the hotel, DS bus or rideshare everywhere on property. There is no car rental fee, no gas, no nightly parking fee, and if you take the buses or rideshare, no dealing with a giant parking lot.
I don't think that many yocals are parking at Springs. I also don't think many yocals want/need to rope. OBVIOUSLY if they have an AP, they don't need to park at DS since parking is included at the parks. Yocals might want to DS it because they want to go to DS after their park day, and don't fight the crowds exiting, only to park, again.
I would bet that the abusers of DS buses are LBV hotel guests. I know many out-of-state AP's that do what we do: 3-4 day weekends 4-5x per year, stay at LBV, use DS buses. Part of the reason it is such a hack is because we love DS, so the walk to/from the buses to/from the hotel is just a chance to be in DS, hit a shop, grab some yum grub or a beverage and listen to some live music.

I have a feeling this is addressing a bigger issue than people realize. The Yacht/Beach/Boardwalk buses to and from Springs are always standing-room-only, for example. Some of those folks might be parking at Springs, but a lot of them are LBV hotel guests. It does not take a lot of excess demand to break a capacity model.
Resort bus verification at Disney Springs is expected to become permanent. Cast Members will scan MagicBands to confirm a valid resort stay, dining res, or recreation activity before boarding. Rollout expected before the July 4 holiday week.
