It was a moment of reflection and gratitude, marking six decades of an impactful life defined by purpose, excellence, and service. I particularly commend him for his roles in the oil sector, where his strategic foresight and commitment to innovation have significantly contributed to the growth and stability of the industry.

I pray that God grants him long life, sound health, and renewed strength to keep making positive impacts in the years ahead.

The oil assets in portfolio are not mere symbols or souvenirs, and holders of licenses are obligated to drill, drill and drill for a shared benefit for the Government, Nigerians, and the operators. This position reflects our resolve to ensure that petroleum resources entrusted to operators are actively developed and translated into tangible value.

Speaking at the 2025 NUPRC Licensing Bid Round Conference in Lagos, I emphasized that these assets belong to the Federal Government, and licenses are granted strictly for a defined period for productive use, not passive ownership. The licensing framework is therefore designed to eliminate speculation and ensure that only serious, capable investors participate.

I further stressed that as prospects take part in this bid round, a clear understanding of the modus operandi guiding the process is essential. Past experiences have shown instances where some winning bidders sought refunds based on unmet expectations or perceived asset limitations. Such actions are untenable, as there is no provision in law for the refund of a bid already won.

This conference serves to provide clarity upfront, and participants must be fully informed, deliberate and committed, as the Government will uphold the sanctity of the process and enforce all obligations arising from it.

Human capacity building remains central to strengthening the alignment between education, industry needs, and Nigeria’s national energy priorities, especially as we transform our oil sector and position Nigeria as an energy hub for Africa. To this end, the Government, through the Petroleum Technology Development Fund (PTDF), continues to advance strategic partnerships with global industry leaders.

One such initiative is the deliberate deepening of the partnership between PTDF and Universiti Teknologi PETRONAS (UTP), Malaysia. During our engagement with UTP’s management and interactions with Nigerian students studying at the institution, it was clear that UTP delivers the quality of education, industry exposure, and innovation-driven training required to support Nigeria’s ambition to become Africa’s energy hub.

As PTDF progresses plans to model the College of Petroleum and Energy Studies, Kaduna (CPESK), after the PETRONAS–UTP ecosystem, the focus remains on building an integrated, industry-led framework that combines education, training, research, and innovation. This is in addition to plans to institute split-site programmes with CPESK, similar to existing arrangements with three UK universities.

Nigeria has long enjoyed a cordial relationship with Malaysia, and under the Renewed Hope Administration of President Bola Ahmed Tinubu, this partnership is being further strengthened. Adapting this proven model will deepen local content, enhance workforce capacity, and establish a sustainable centre of excellence serving Nigeria and the African continent.

My visit to Universiti Malaya, alongside the Executive Secretary of the PTDF and other stakeholders, provided a valuable platform to engage with our sponsored scholars while concurrently reviewing and deepening our institutional partnership. These engagements were particularly significant as we advance plans to launch the first cohort of the College of Petroleum and Energy Studies, Kaduna (CPESK).

Central to this is the CPESK-led split-site programme, which will combine local capacity building with international exposure, mirroring similar arrangements successfully implemented with three universities in the United Kingdom, to ensure practical, industry-focused skills transfer that directly supports sector transformation.

It is worthy of note that Nigeria, under the leadership of President Bola Ahmed Tinubu, remains firmly committed to driving sustained growth in the energy sector, recognizing it as the surest and most expedient pathway to economic expansion, revenue optimization, and national development. This strategic focus continues to guide our investments in people, partnerships, and institutional frameworks.

I received Bode Makanjuola, Rotimi Makanjuola, Capt. Bello Ibrahim, all of Caverton, alongside Lars Thorngreen and Jamie John of NHV, who visited to brief me on a new partnership aimed at boosting support services across various production lines within our oil sector.

I recalled that sometime last year, I paid an inspection visit to the Caverton Maintenance, Repairs and Overhaul (MRO) facility and the Caverton Aviation Training Center (CATC), during which I highlighted the positive impact the company is expected to deliver to the sector.

With the scale of investments coming into the country, the demand for logistics and other support services will continue to grow, making partnerships of this nature critical to their success and to the attainment of our production aspirations.

Under the leadership of President Bola Ahmed Tinubu, the oil sector has undergone significant transformation, creating a more conducive environment for industry players to thrive, and this progress is one we are committed to sustaining.

Yesterday, I represented His Excellency, President Bola Ahmed Tinubu, at the burial of the Late Deputy Governor of Bayelsa State, Senator Lawrence Ewhrudjakpo Ph.D, as I conveyed Mr. Presidents heartfelt sympathy to the Governor of Bayelsa State, the Government and good people of the State, and most especially to the family of our departed brother, sharing in their grief at this difficult time.

In moments like this, we are reminded of the eternal truth that we must all submit to the will of God, even as we mourn the significant loss of Senator Lawrence Ewhrudjakpo, a loss deeply felt not only in Bayelsa State but across the nation. His passing is a painful reminder of life’s fragility and the need to hold firmly to faith.

By his service and impact while on earth, Senator Lawrence left behind a legacy of a fulfilled life, defined by service to God, commitment to humanity, and devotion to the development of Bayelsa State and Nigeria. He will be remembered for his intellect and benevolence.
