Thank you @GovWesMoore for signing HB730 and SB415 into law. It will provide franchisees with a right of association. A franchisor may not restrict or inhibit a franchisee from joining an association with other franchisees. Thank you Delegate @mkorman and Senator Pam Beidle for leading the effort.

A major legislative win for franchisee rights!
On April 13, 2026, Virginia Governor Abigail Spanberger @GovernorVA signed legislation (HB 69 & SB 240) amending the state's Retail Franchising Act.
Key changes effective July 1, 2026:
✅Prohibits post-termination noncompete clauses.
✅Requires VA franchise agreements to be governed by Virginia law. -- This ensures a more equitable business environment by protecting your right (Franchisee in Virginia) to work and leveling the playing field during contract renewals. The AAFD, alongside the @cfainc , proudly advocated for these vital protections. We remain united for #franchisee rights. @FranchiseeAdvoc 👏👏

It was great meeting up with franchising industry partners, Bill Mathis, Chairman of The Coalition of Franchisee Associations @cfainc and Matthew Haller, CEO of the International Franchise Association @Franchising411 . Looking forward to working with both organizations to increase opportunities in franchising.
#MUFC26 was an amazing opportunity for franchisees to meet with and hear from other successful franchisees who have developed a portfolio of multiple franchise locations and brands. Having franchisors and suppliers on site provided additional opportunities for business expansion options.

Important news. CA Assembly Bill 2632, introduced by @JoshHooverCA on 02.20.26, is a significant step forward for #franchisee rights across the state. The #AAFD enthusiastically endorses this bill and will put its full support behind its passage. - https://t.co/43kEAUt6sg
Advancing #franchisee rights starts with lawmakers hearing their stories. "The goal is to get a hearing," says @FranchiseeAdvoc . Many franchisees lack the right to sue for wrongful disclosure—this must change.

Franchising can be a lifeline for those looking to create their own American dream.
But that dream can soon turn into a nightmare, one in which a franchisee is under the thumb of a predatory corporation.
I just introduced a bill to empower franchisees. https://t.co/7MTyNLNimp

It was a privilege to represent both the @AAFD_ and @cfainc in hearings and to work with the @Franchising411 as the three organizations cosponsoring SB-919. This bill will provide much better transparency to prospective franchisees on the franchise brokers they are working with.
