The end of the 42-day long election campaign gave me time to read TN Seshan's memoir. I knew him very well and shared a very warm relationship with him.

Sukumar Sen who as CEC conducted the 1952 and 1957 Lok Sabha elections established systems and shaped the Election Commission decisively. Sen had an extraordinarily tough assignment, particularly in 1952, given that universal adult franchise was being implemented for the first time - which meant over 170 million voters in a republic that had just been established. His definitive biography is waiting to be written although Sen did leave behind a detailed report on the First General Election which reveals the challenges he faced and how he and his team dealt with them.

Seshan functioned in an altogether different political environment. During his tenure as CEC during 1991-96, he gave the Election Commission a whole new identity and authority to say the very least.

Sadly, only photos of Sen and Seshan adorn the office of the Election Commission. Their spirit of fierce independence has been conspicuous by its absence in the institution they served so admirably and professionally.
