Having received a referral from a State Party, the ICC Prosecutor proceeds to evaluate any information to determine whether there is a "reasonable basis" to believe crimes within the Court's jurisdiction have been committed, and to proceed opening an investigation.
RS Art. 53:
Today: Lithuania requested the ICC OTP to investigate alleged crimes against humanity committed in the Republic of Belarus (a non-ICC State party), stating that part of the elements of the alleged crimes was committed on the territory of Lithuania (an ICC State Party).
Referrals from States Parties (where the alleged crimes were either committed on the territory of a State Party or by its nationals) are one of three ways alleged atrocity crime situations can come within ICC jurisdiction.

As we celebrate the 26th anniversary of the #ICC Rome Statute on #InternationalJusticeDay (17 July), the @intlcrimcourt faces serious & concerning threats to its independence & global mandate.
