Immediately after assuming office, he declared a state of emergency in education, acknowledging the nearly one million children who are currently out of school in the state. This declaration marked the beginning of sweeping reforms aimed at restoring access, quality, and equity across all levels.
He allocated almost 30% of the 2024 budget to the sector and increased it to 31% in 2025, one of the highest in the country. These funds have been directed toward renovating dilapidated schools, constructing new classrooms, supplying over 80,000 desks, building new schools, and providing science and ICT laboratories. The government has also revived boarding schools and reintroduced free education across primary and secondary levels, including free uniforms, textbooks, exercise books, and exam fees for indigent students.
Additionally, to address the shortage of teachers, Abba has initiated a massive teacher recruitment plan, transitioning over 10,000 BESDA volunteer teachers to permanent staff and developing a long-term strategy to recruit even more. Teacher welfare, including clearing unpaid salaries, has also been prioritized to boost morale and improve classroom performance.
H.E, also has strengthened school safety by approving the employment of 17,000 school watchmen and improving school infrastructure, including pedestrian bridges and secure learning environments.
