Thank you to everyone who came out to our third public hearing on reassessments this evening at CCAC's West Hills campus! I really appreciated how engaged everyone was and your questions and comments were highly valuable as we deliberate the process.
Last night I attended my first meeting as a member of the Air Pollution Control Advisory Committee. I was honored to be unanimously elected Vice Chair by my peers, and I look forward to serving in the role to continue to move Allegheny County's air quality in the right direction!

@MKShipton@ACE_Innamorato I can explain this to you repeatedly, but I can't make you understand it. New construction is taxed at a significantly higher rate than older, non-reassessed properties, stifling development. Anti-windfall=lower millage at the same assessed value of new properties=less taxes.

@MKShipton@ACE_Innamorato Lol the value of the property doesn't go down just because they pay less in taxes. And no, they can't just appeal because they're paying their "true" value based on the spot assessment. Anti-windfall millage reduction is what causes their tax burden to go down.
@MKShipton@ACE_Innamorato No, the opposite. Right now, new development ends up overpaying in taxes because they are spot assessed upon completion of build. They're carrying more of the tax burden than they should be due to lack of a comprehensive countywide reassessment. This will lower their tax burden.
@Th3OthrGuy I think for other members of Council who haven't thought about reassessments it may substantially. For me, it's provided good information on how we should implant reassessments if the bill passes (like placing an easy to use calculator on the county website).
@MKShipton@ACE_Innamorato Yes. It will absolutely spurn new development. Right now, new building is disincentivized because they are assessed after completion and pay a disproportionate share of taxes due to the lack of regular reassessments. This bill will lower those costs & increase incentive to build.
@Th3OthrGuy To be honest, our first one didn't seem particularly fruitful, but during the one last night we had some really excellent back and forth where both council and the people who attended were able to get some really good information.

Councilmember Catena has elected to relinquish his position as President of Allegheny County Council. As such, we will have an election for the vacant position during this Tuesday's meeting of County Council.
