♦️قال زياد بهاء الدين، الشريك الجديد بمكتب «أدسيرو» للمحاماة والاستشارات القانونية إن النسخة الأولى من وثيقة ملكية الدولة كانت أكثر طموحًا من اللازم، واعتمدت إلى حد كبير على مستهدفات رقمية ونسب محددة للتواجد الحكومى فى عدد من القطاعات الاقتصادية.

♦️ويرى بهاء الدين، أن جزءًا كبيرًا من النقاش العام خلال السنوات الماضية انشغل بفكرة البيع باعتبارها المعيار الوحيد لنجاح وثيقة ملكية الدولة، بينما الهدف الحقيقى للوثيقة أوسع من ذلك بكثير.

♦️فالقضية، من وجهة نظره، لا تتعلق بعدد الشركات التى تخرج من ملكية الدولة أو قيمة الصفقات التى يتم تنفيذها، وإنما بكيفية تنظيم وجود الدولة داخل النشاط الاقتصادى ورفع كفاءة الأصول العامة وتحسين الحوكمة.
