After three days of dialogue in Yaoundé, Cameroon, the Second Congo Basin Convening has closed with 187 delegates from 20 countries adopting a 24-point regional declaration for agroecology, food systems, biodiversity and climate justice in the Congo Basin. This isn't a statement of good intentions — it names numbers, deadlines and a mandate: at least 30% of relevant food-system budgets dedicated to agroecology, secured community land rights and free, prior and informed consent, protected farmer seed systems, and at least 20% of climate and biodiversity finance flowing directly to farmer organisations, women, youth, Indigenous Peoples and local communities.

Governments, civil society, researchers, the private sector and media all leave Yaoundé with commitments of their own — and AFSA has been mandated to raise the funding and host the regional coordination unit that will carry this Declaration into action across the Congo Basin.

Closing the session, Elisabeth Atangana, President of CNOP-CAM and Treasurer of the AFSA Board, put a question to every delegate in the room: "What part of the Declaration depends on me?" The history of the Congo Basin, she said, will be written by those who turn commitments into action — not by those who make the finest speeches. Progress will be tracked and reported publicly, call by call, ahead of the Third Congo Basin Convening.

🌍 Day 2 of the Second Congo Basin Convening is underway in Yaoundé, Cameroon. The day opened with remarks from Mme Enriqueta Nse Mico, President of the National Federation of Peasant Organisations of Equatorial Guinea, and Hon. Sulayman Saho, Chairperson of the Pan-African Parliament's Committee on Rural Economy, Agriculture, Environment and Natural Resources — before delegations from across the Congo Basin countries took the floor for a "Reality Check," sharing progress, challenges and opportunities since the 2023 Kinshasa Summit.

The rest of the day is dedicated to hands-on policy work through a series of Think Tank sessions built around the question "What can we do together?" — with delegates working across four thematic tracks: land rights, agroecology and ecosystem restoration; climate justice; innovative mechanisms and partnerships; and youth, women and Indigenous Peoples as drivers of change in the Congo Basin. Between sessions, delegates are visiting the agroecology exhibition before groups share back what they've built — turning today's discussions into the shared commitments that will shape the Congo Basin's road ahead. 🌱

Yaoundé, Cameroon — 25 August 2026 — The Second Congo Basin Convening was officially launched today, as His Excellency Gabriel Mbaïrobe, Cameroon's Minister of Agriculture and Rural Development, declared the gathering open before delegates from the six Congo Basin countries and beyond.

Speaking on behalf of the Government of Cameroon, the Minister affirmed the country's leadership on agroecology, citing the national agroecology strategy Cameroon is currently implementing. He thanked AFSA for leading the convening of this gathering, and recognised the many other partners whose collaboration makes the work possible. He also conveyed that the President of Cameroon is committed to this agenda, and guaranteed the government's support to all the players working towards it.

The day opened with a panel, "About the Congo Basin: What Do You Need to Know?", moderated by Sylvain Ntumba (Secrétaire Technique, CNPAF, DRC), with Dr. Kalgon Pagna (Ministry of Agriculture and Rural Development, Cameroon), Vanessa Sthella Itsopo Ngolet (Jeunes Volontaires pour l'Environnement, Gabon) and Mme Felicitas Samuel Ndong Mangue (Founder, Arco Iris, Equatorial Guinea).

Dr. Million Belay, AFSA's General Coordinator, then introduced the Alliance's work, reflecting on three books that shaped his understanding of the Congo Basin: Colin Turnbull's The Forest People, which taught him the forest is "provider, protector, home, spirituality, identity and memory"; Joseph Conrad's Heart of Darkness and Adam Hochschild's King Leopold's Ghost, which showed a Congo whose wealth has long been extracted; and the scientific record, which shows the forest as one of the planet's great ecological systems.

The Convening continues through 27 August, with the adoption of the Yaoundé 2026 Declaration expected on the final day.

Yaoundé, Cameroon — 25 August 2026 — The Alliance for Food Sovereignty in Africa (AFSA), together with the Concertation Nationale des Organisations Paysannes au Cameroun (CNOP-CAM) and Congo Basin partners, today officially opens the Second Congo Basin Convening — "Securing the Heart of Africa: People, Nature, Food and Climate Resilience" — running from 25 to 27 August 2026 at the Franco Hôtel in Yaoundé.

Three years after the inaugural Congo Basin Summit in Kinshasa, DRC (August 2023), this second gathering brings together an estimated 120 delegates from the six Congo Basin countries — Cameroon, the Central African Republic, the Republic of Congo, the Democratic Republic of Congo, Gabon and Equatorial Guinea — alongside representatives from Angola, Chad, Rwanda, Uganda, Tanzania and Zambia. Governments, farmer organisations, Indigenous Peoples, women's and youth movements, researchers, financial partners and civil society will spend three days reviewing progress since Kinshasa and charting a shared regional roadmap for inclusive agroecology, sustainable food systems, biodiversity conservation and climate justice.

The Convening will be officially opened by His Excellency Gabriel Mbaïrobe, Minister of Agriculture and Rural Development of the Republic of Cameroon, whose government graciously agreed to host the gathering. Ahead of today's opening, the AFSA delegation briefed the Minister on the Convening's preparations and final agenda, and thanked the Government of Cameroon for its support.

Day One brings the region's story into focus. Dr Million Belay, General Coordinator of AFSA, will introduce the Alliance's continental work; Joséphine Atangana, AFSA's Focal Point for the Congo Basin, will assess the achievements of the past three years and outline what this Convening aims to deliver; and Elisabeth Atangana, President of CNOP-CAM and Treasurer of the AFSA Board of Directors, will deliver welcome remarks ahead of the Minister's official opening address.

The day continues with plenary sessions on ecological resilience and the Congo Basin's financing needs, a community agroecology exhibition, and a Cameroonian cultural dinner in the evening.

Over the following two days, delegates will work through thematic sessions on land rights, climate justice and resource mobilisation, before adopting the Yaoundé 2026 Declaration and a regional action roadmap on 27 August.

For twenty years, billions of dollars have flowed into fertiliser subsidies,

commercial seeds and input-intensive farming across thirteen African countries. The promise was clear — yields would double, hunger would fall, farmers would prosper. The evidence tells a different story. Across those thirteen countries, staple yields grew more slowly than before the model arrived, and the number of chronically undernourished people rose by 58%. Meanwhile, Senegal — outside the model, using half the fertiliser — cut hunger in half and grew staple yields three times faster. The Green Revolution pathway was never the only road to feeding Africa. It was simply the road we were told to take.

The same model is now being rolled forward to 2035 under the Kampala CAADP framework, at greater scale, through the African Development Bank and the World Bank — without a substantive accounting of why it fell short. Our report draws on eighteen years of FAO data, donor evaluations and AGRA's own documents to reach a clear verdict: the evidence does not justify another decade of the same priorities.

Africa does not need less investment in agriculture. It needs different investment. Agroecology is already working — in farmers' fields, in national strategies, in regional policy. What is missing is the finance to match the ambition. We call on African governments, the Gates Foundation, the African Development Bank, the World Bank and key donors to redirect a rising share of existing agricultural budgets toward farmer-managed seed systems, diversified agroecological farming and public extension.

Twenty years is long enough. It is time to fund what works.

The Alliance for Food Sovereignty in Africa (AFSA) invites qualified individual consultants and consulting firms to submit Expressions of Interest to undertake a six-country study on financial services and income-enhancing opportunities available to African Agroecological Enterprises (AAEs) in Uganda, Tanzania, Zimbabwe, Zambia, Senegal and Togo. The study will map and profile relevant financial and income-enhancing service providers, assess the accessibility and suitability of their services for AAEs, and identify practical opportunities to strengthen enterprise access to finance, markets and other business support.

The assignment will generate practical recommendations on appropriate financial service designs, partnerships and referral pathways that respond to the realities of agroecological enterprises. AFSA is particularly seeking applicants with demonstrated experience in areas such as inclusive finance, agricultural and enterprise finance, agroecology, food systems, MSME development and multi-country research.

The countdown is on for the Second Congo Basin Convening 2026, under the theme “Agroecology for Inclusion, Sustainable Food Systems, Biodiversity, and Climate Justice in the Congo Basin.”

📍 Yaoundé, Cameroon | 25–27 August 2026
Convened by the Alliance for Food Sovereignty in Africa (AFSA) and Congo Basin partners, the gathering will bring together around 120 leaders from six Congo Basin countries, including governments, civil society, Indigenous Peoples and local communities, women and youth, researchers, and financing partners.

Yaoundé awaits. The Congo Basin is coming together again.
