القاعدة الأساسية أن الدولة المنقسمة لا تشكّل تهديدًا ولكن يكون ذلك عبر دعم أو تشجيع الانقسامات العرقية ، الخلافات القبلية ، النزاعات السياسية و التعامل مع كيانات فرعية بدل الدولة المركزية .
مثال الكيان الصهويني يبدأ بالتعامل مع أقاليم انفصالية أو سلطات ضعيفة بدل الحكومات القوية.
