An Inspector who joined the department in 1994 is still serving as Superintendent after just ONE promotion, despite an unblemished career.
Meanwhile, a direct-recruit Assistant Commissioner who joined in the same year has progressed to Commissioner or Chief Commissioner after 5–6 promotions.
Even a Lower Division Clerk who joined in 1994 has reached the rank of Superintendent after 5–6 promotions.
Is this fair? Is this the career progression our officers deserve after more than three decades of dedicated service?
We demand justice, equity and a fair promotional structure for every member of our cadre.

Cadre restructuring is long pending. CBIC must ensure similar progression of all Cadres ranking below IRS with that of the IRS Cadre, bring forth transparent mechanism of making ab-initio AI seniority for all officers joining through All India competitive exams and also enable easy mobility accross all states without adverse affect on seniority. To correct historical injustice, the mechanism should be retrospective and not prospective.
CADRE RESTRUCTURING: LONG OVERDUE!
Pending for over a decade, despite the need for review every five years.
A stronger department needs a stronger career structure. Comprehensive cadre restructuring must address stagnation, correct structural imbalances and create meaningful promotional avenues for executive officers.

🚨 AISL DELAY – THE ROADBLOCK TO PROMOTION!
All India Seniority Lists for Superintendents have been pending from 2014 onwards. Their non-finalisation is holding up the DPC for promotion to Assistant Commissioner.
The result: stalled career progression, officers awaiting promotion and many Superintendents retiring with just one promotion.
AIASCT demands immediate finalisation of AISL and conduct of DPC without further delay!

For Cadres down the ladder:
CBIC failing to Release of All India Seniority Lists (AISLs) from 2014; Conduct of DPC for promotion to Assistant Commissioner badly delayed.
For IRS:
All is well
Kerala Circle participating in Nation wide phased agitation initiated by AIASCT due to glaring injustice and obstructed progression of Supdts of Central Tax Cadre.
Many of our members have retired and are retiring with just 1 promotion in their entire service.
Adding insult to injury officers joining from subsequent SSC exams are given promotions before their seniors resulting in inter-cadre and intra-cadre promotional discrepancies.
Without ending there, IRS officers joining even after 17 years of our service become our bosses and shoot up the hierarchy.
Wah re CBIC HR policies.
