We thank LoP Shri @RahulGandhi Ji for listening to us on various important OBC and Social Justice issues, including the demand for a comprehensive and scientifically accurate Caste Census, adequate representation of OBCs, educational equality, and the empowerment of OBC students. The delegation is led by AIOBCSA National President Dr. G. Kiran Kumar. AIOBCSA NEC team from JNU, DU, HCU - Deepa Kumari, Rakesh Datta, Pinky, Shashikant, Rakesh Kumar, Jayanth Yadav, Rajani were part of the delegation.
A delegation of the All India OBC Students Association (AIOBCSA) met Shri Rahul Gandhi Ji and submitted the Hyderabad Declaration, adopted at the 7th National Convention of AIOBCSA held on 7 August 2026 at the University of Hyderabad.
The Hyderabad Declaration presents a comprehensive charter for the educational, social and constitutional empowerment of OBC students and other marginalised communities. It includes demands relating to Caste Census, proportionate representation, reservations, scholarships and fellowships, social welfare hostels, filling of backlog vacancies, social justice in higher education, and stronger institutional safeguards for marginalised students.
The delegation also represented the OBC Creamy Layer income-test issue, which is causing serious injustice and uncertainty for OBC students and job aspirants. In light of the Supreme Court’s judgment dated 11 March 2026 in Union of India v. Rohith Nathan, we urge you to raise this issue strongly in Parliament and press the Union Government to implement the judgment in its true spirit, ensure that parental salary is not improperly used to deny OBC Non-Creamy Layer status, and protect the opportunities of thousands of deserving OBC aspirants who are being affected by the continued delay and administrative ambiguity.
During the meeting, the delegation requested Shri Rahul Gandhi Ji to take up these issues in Parliament and before the Union Government and to support the democratic struggle for equality, representation and social justice.
We deeply appreciate Shri Rahul Gandhi Ji for giving us his valuable time and patiently listening to the concerns and aspirations of OBC students and youth.

Today, I addressed the National Convention and Press Meet in Delhi on “The Injustice Happening to OBCs in Census 2027: Demand for Codes for All Castes.”
The convention was attended by Mr. T. Chirenjuvulu , BC Intellectual Forum; Dr. Anil Jaihind @DrJaihind , OBC Department, AICC; Mr. Srinivas Goud, former Telangana State Minister @VSrinivasGoud ; Prof. Yogendra Yadav @_YogendraYadav ; Mr. Bal Goud, BC Political Front; Mr. Pandian, OBC Rights Party; Mr. Kiran Kumar @gowdkiran , President, All India OBC Students Association @aiobcsa ; Mr. S. Durai Gowd, OBC Federation; Prof. Suraj Mandal @suraj_yadav2005 , DU; Prof. Ratan Lal @ratanlal72 , DU; and Mr. Elaiya Kumar @elaiya_ar , Jamia Research Scholar and President, Student Federation of Dravidians, along with representatives of various OBC and allied student organisations.
We demanded that the Union Government halt the caste census until every caste is properly enumerated and assigned an appropriate caste code, ensuring that no caste or community is left uncounted or unidentified.
A caste census must count every caste. Every caste must have a proper code. No community should be invisible in the Census.

T. Chiranjeevulu, retired IAS officer who heads the Backwards Classes Intellectual Forum, and G. Kiran Kumar, president of the All India OBC Students Association, presided over the conference.
Several participants argued that the Census would lack scientific rigour unless each caste was tagged with its own code. "Just as separate columns are provided for Scheduled Castes and Scheduled Tribes, separate columns should also be created for OBCs and the General Category," a number of speakers said, as per the report.

The Convention passes a resolution to demand the Modi Government to Halt the Census till all Castes are enumerated with proper codes.
The movement for a proper Caste Census is the final battle for the OBCs.
If the data is accurate, the system can be corrected. If the true numbers are known, injustice can be identified and addressed, and social justice can be ensured.
Let us unite and lead a nationwide movement for a proper Caste Census, with a unique code for every caste, so that every community is accurately counted and no one is left invisible.
No proper codes, no proper Census.
The Census must be halted until there is consensus!

RESERVATIONS ARE OUR CONSTITUTIONAL RIGHT
Defending Reservations is Defending Social Justice
AIOBCSA calls upon social justice organisations in the country to join forces to fight back against the anti-reservation movement.
Reservations are a constitutional mechanism created to address historical exclusion, social discrimination, educational backwardness and inadequate representation. The reservation system is an essential part of India’s social justice framework and must be understood in the context of the Constitution’s commitment to equality and substantive representation. 76 years have passes since India adopted constitution, yet, our society is deeply heirchical based on caste. Any attempt to weaken, dilute, restrict or gradually dismantle reservations will have serious consequences for millions of people who continue to face structural barriers in education, employment and institutions of decision-making.
Disregarding the caste based hierarchies persisting in the society, the forces behind present anti-reservation movement have been peddling convinient narratives without empirical basis for their claims. This has parallel in Indian history - when social justice organisations sought the implementation of mandal committee report, the same forces forged enormous resistance. The opposition witnessed during that period, including the position and activities associated with the RSS, continues to be an important part of the history of the reservation debate in India. Today, while they make statements in support of reservations, their positions on issues such as the creamy layer, the 50% ceiling on reservations and representation in the judiciary require serious public scrutiny. AIOBCSA uses the present context to highlight the issues and presents its stand.
The question of the 50% ceiling deserves particular attention. India is a deeply diverse society, and the population of socially and educationally backward communities cannot be adequately represented through an inflexible numerical ceiling that does not necessarily correspond to the actual extent of backwardness or under-representation. The debate on reservations must therefore be based on credible caste data, measurable representation and constitutional principles rather than treating the 50% figure as an unquestionable barrier.
Similarly, the debate on the creamy layer must not become an instrument for weakening the OBC reservation system as a whole. The objective should be to ensure that the benefits of affirmative action reach those who continue to experience structural disadvantage, while simultaneously strengthening educational opportunities, employment opportunities and representation for the broader OBC population.
Another major unfinished question is representation in the judiciary. The higher judiciary occupies a critical position in India’s constitutional democracy and takes decisions that directly affect fundamental rights, public policy and social justice. Yet historically disadvantaged communities remain inadequately represented in these institutions. A meaningful commitment to social justice must therefore include serious consideration of mechanisms that ensure wider and more equitable representation in the judiciary.
The larger issue is not merely the continuation of existing reservations. It is whether India is prepared to move towards genuine and proportionate representation in all institutions of power and opportunity.
Reservation policies must be effectively implemented in higher education, government employment, promotions wherever constitutionally provided, and other institutions where representation remains inadequate. . Vacant reserved positions, inadequate implementation, exclusionary institutional practices and barriers to access must also be addressed.
At this critical juncture, Dalit, Bahujan, Tribal and Backward Classes organisations must come together on the common question of social justice. As reservation is one of the constitutional tools through which India seeks to correct historical exclusion and create meaningful equality, protecting this framework, improving its implementation and expanding representation where genuine under-representation exists are essential, our organisations must remain united to protect this mechanism. We must remain united, democratic and vigilant against every attempt to weaken the constitutional framework of social justice.

National Conference on Caste Census
A National Conference is being held on 30 August 2026, 2:00 PM–5:00 PM at Telangana Bhavan, New Delhi, with a key demand:
Conduct caste enumeration in Census 2027 and assign a unique code to every caste.
National leaders, social activists, public representatives, intellectuals, students and youth will participate.
Let us demand accurate enumeration, social justice and our rightful representation.

Intellectuals gave suggestions before starting of Census 2027.
Prof. Trina F. Vithayathil, Professor of Global Studies at Providence College, USA, says that she holds a Ph.D. in Sociology from Brown University and was a Visiting Research Fellow with the Harvard STS Program, says that “As such, an oversight committee of anti-caste scholar- activists should be created and advise the ORGI on the entire process, beginning with a review of the collected 2011 SEC survey religion and caste-wise data (which has been buried by the government) and continuing through the planning, implementation, and analysis of the collection of caste-wise data in the census.”

First it was caste census, where OBCs got a raw deal
Now in creamy layer, that too after Supreme Court ruling in favor of OBCs in Rohith Nathan Case.
I request all Bahujan, Ahinda, Dravidian MP/MLA/MLC to raise this issue in Parliament and Assembly and ask for withdrawal of this.
OBCs should realize who their biggest opponents are when it comes to reservation and creamy layer.
It was Dr Ambedkar who fought for OBC reservations in the constituent assembly in 1951.
Till 1991 it was delayed.
OBC reservation in education was introduced only in 2006-2009.
PG MBBS reservation for OBCs introduced only in 2016.
OBC is the biggest political bloc in India but they need to speak as an independent bloc and not allow the upper caste to dictate their voice.
Honble @siddaramaiah ji should lead the reservation reforms in private universities.
As the tallest leader of Ahinda we request you to provide us an opportunity to discuss on the problems faced by SC ST OBC Minorities in private universities in Karnataka.
With some legislative changes a lot of SC ST OBCs will be benefitted.
It is only siddaramaiah sir who can get tough legislation’s implemented in state.

ऑल इंडिया OBC स्टूडेंट्स एसोसिएशन (AIOBCSA) ने विश्वविद्यालय हैदराबाद के नॉर्थ शॉपकॉम में श्री बी. पी. मंडल की जयंती के अवसर पर उन्हें भावभीनी श्रद्धांजलि अर्पित की।
हमने बिहार के गौरवशाली सपूत श्री बी. पी. मंडल को स्मरण किया, जिनका जीवन और सार्वजनिक सेवा सामाजिक एवं शैक्षणिक रूप से पिछड़े समुदायों की आकांक्षाओं से गहराई से जुड़ा हुआ था। बिहार की समृद्ध सामाजिक न्याय की परंपरा से प्रेरित होकर उन्होंने सामाजिक असमानताओं को दूर करने और पिछड़े वर्गों को सार्वजनिक जीवन में उचित प्रतिनिधित्व दिलाने के लिए अपना महत्वपूर्ण योगदान दिया।
द्वितीय पिछड़ा वर्ग आयोग (मंडल आयोग) के अध्यक्ष के रूप में श्री बी. पी. मंडल ने OBC समुदायों के सामाजिक एवं शैक्षणिक पिछड़ेपन का ऐतिहासिक अध्ययन और दस्��ावेजीकरण किया तथा उनके उत्थान के लिए अनेक महत्वपूर्ण सिफारिशें प्रस्तुत कीं, जिनमें सरकारी नौकरियों में आरक्षण की सिफारिश भी शामिल थी। उनका योगदान भारत में सामाजिक न्याय और समान प्रतिनिधित्व की दिशा में एक ऐतिहासिक मील का पत्थर बना।
उनकी जयंती के अवसर पर AIOBCSA ने उनके अमूल्य योगदान और सामाजिक न्याय की विरासत को नमन करते हुए देशभर में सामाजिक न्याय, समान अवसर, शैक्षणिक सशक्तीकरण और OBCs के उचित प्रतिनिधित्व के लिए मंडल आंदोलन को आगे बढ़ाने की अपनी प्रतिबद्धता दोहराई।
