Cambodia Requests Military Attachés' Help to Ensure Ceasefire Implementation

Oddar Meanchey — Cambodia has requested the international defence attaché to witness the situation and damages made during the five-day armed clashes in Oddar Meanchey province and to push for the effective implementation of the ceasefire from all parties.

The speech of the provincial governor, Mean Chanyada, was interpreted in English, appealing to the international communities to inspect the effects made on the local population and urging a long-term ceasefire implementation so that the people can return home.

The delegation comprises 14 representatives from nine countries, including Australia, Canada, China, France, Japan, Laos, South Korea, the United Kingdom, and Vietnam, with some of them based in Cambodia and others abroad.

The Delegation of the Military Attaché Corps of Phnom Penh (MACPP), both resident and non-resident, conducted the on-site observation of the locations directly impacted by the indiscriminate airstrikes (MK-84) and artillery strikes by the Thai armed forces, onto the rural Cambodian residential areas, during the Cambodian–Thai border conflict, in the vicinity of Thma Daun Village, Kok Mon Commune, Banteay Ampil District, Oddar Meanchey Province.

Official: Thai Forces Detain Cambodian Soldiers After Ceasefire

Major General Chanth Sopheaktra, commander of the Preah Vihear Operational Area, confirmed that at approximately 5:00 AM on July 29, Thai forces apprehended 20 Cambodian soldiers. One soldier reportedly managed to escape, while the remaining 19 were taken across the border into Thai territory.

Major General Sopheaktra condemned the incident, characterizing it as a clear violation of the agreed ceasefire by the Thai side.

Thailand has violated the ceasefire agreement by arresting 20 Cambodian soldiers (and shooting two others whose conditions remain unknown—whether dead or alive) under the pretense of inviting them to shake hands and take group photos. Thailand’s actions constitute a breach of the Kuala Lumpur ceasefire agreement and are in violation of international law, specifically the 1949 Geneva Conventions concerning the treatment of prisoners of war (POWs). Cambodia must gather evidence in order to condemn Thailand for committing war crimes.

This is an MK-84 bomb, weighing nearly 1 ton (1,000 kg), approximately 3.5 meters long, containing over 500 kg of explosives, recently dropped by the Thai Air Force on Cambodia.

Mr. Heng Ratana, Director of CMAC, confirmed on July 30 that the MK-84 is the largest bomb among the MK series (MK-81, MK-82, MK-83, and MK-84). This type of MK-84 bomb was rarely used during the past War.
