The water is so contaminated with raw human sewage that locals can’t even touch it without getting sick.

One surfer said she hasn’t been able to go in the water at certain beaches since 2021 because of the feces and toxins.

The sewage is flowing from Mexico through what’s been nicknamed the “Caca River” and straight into the Pacific Ocean.

This is happening in San Diego County, an area with a $266 billion GDP.

Their current solution?

Handing out 200 air purifiers to residents while they wait for possible federal funding.

The city outsourced the ticket program to a company called Verra Mobility

The private company handles basically everything, they

- Installing and operating the cameras
- Processing of the images
- They mail the notice
- They then go out and serve people who don’t respond their ticket

The private company Verra Mobility gets a base fee of about $3,000 per camera per month plus $20 for every ticket that gets paid

This creates a clear incentive to pursue collection aggressively
