I believe, people's first motive would be seeking money +/- safety. So, local laws and morals are at most secondary in the list.
Also, hearing about some country and its culture from the outside is not the same as actually living in it - so that 'don't like' part may come only after moving to the country... etc
In any case, immigration should be open to legal migrants who accept the 'whole package' (the advantages AND the responsibilities) and who are welcomed by the recipient society for a reason (professional expertise, investment or whatever they need)
