ทำไมเลือกตั้งบอร์ดประกันสังคมรอบนี้ ถึงสำคัญกว่าที่คิด

ทุกเดือนที่เราเห็นเงินประกันสังคมถูกหักจากเงินเดือน หลายคนอาจคิดว่าเป็นแค่เงินที่จ่ายไปตามหน้าที่ แต่เมื่อเจ็บป่วย ตกงาน มีลูก หรือเกษียณ เราจะพบว่าเงินก้อนนี้เกี่ยวกับชีวิตเราโดยตรง

วันอาทิตย์ที่ 27 กันยายน 2569 จะมีการเลือกผู้แทนผู้ประกันตน 7 คน และผู้แทนนายจ้าง 7 คน เข้าไปทำงานในบอร์ดประกันสังคมร่วมกับผู้แทนภาครัฐอีก 7 คน นี่เป็นเพียงการเลือกตั้งบอร์ดครั้งที่สองของไทย จึงเป็นโอกาสสำคัญที่คนจ่ายเงินสมทบจะเลือกคนเข้าไปเป็นปากเป็นเสียงให้ตัวเอง

เรื่องแรกที่ต้องจับตาคือเงินกองทุน ณ สิ้นเดือนมิถุนายน 2569 เงินลงทุนของกองทุนประกันสังคมมีมูลค่าประมาณ 3.04 ล้านล้านบาท บอร์ดมีหน้าที่วางระเบียบเกี่ยวกับการรับจ่ายเงินและการลงทุน รวมถึงพิจารณารายงานการเงินของกองทุน คนที่เข้าไปจึงต้องตอบได้ว่า จะดูแลเงินก้อนนี้อย่างรอบคอบและตรวจสอบได้อย่างไร

เรื่องที่สองคือสิทธิที่เราได้รับ ตั้งแต่ค่ารักษาพยาบาล สิทธิคลอดบุตร ไปจนถึงเงินหลังเกษียณ ประเด็นอย่างสูตรคำนวณบำนาญ CARE แสดงให้เห็นชัดว่า การตัดสินใจของบอร์ดส่งผลต่อเงินที่ผู้ประกันตนอาจได้รับจริงในอนาคต แต่บอร์ดก็ไม่ได้เปลี่ยนสิทธิทุกอย่างได้ด้วยมติเดียว บางเรื่องต้องผ่านกระบวนการออกกฎหมายต่อ

ที่น่าคิดคือ คนจำนวนมากจ่ายเงินสมทบทุกเดือน แต่การเลือกตั้งครั้งนี้ต้องลงทะเบียนใช้สิทธิล่วงหน้า ซึ่งปิดรับไปแล้วเมื่อวันที่ 20 กรกฎาคม หากลงทะเบียนไว้ ควรตรวจสอบรายชื่อและหน่วยเลือกตั้งผ่านสำนักงานประกันสังคมหรือแอป SSO Plus ก่อนวันลงคะแนน

สำหรับผม คำถามก่อนเลือกจึงไม่ใช่แค่ว่า “ชอบทีมไหน” แต่คือ “ใครมีแผนดูแลเงินกองทุน สิทธิรักษาพยาบาล และบำนาญของเราอย่างชัดเจน และพร้อมให้ตรวจสอบเมื่อเข้าไปทำงานจริง”

เพราะบอร์ดชุดนี้กำลังตัดสินใจเรื่องเงินที่เราจ่ายวันนี้ และหลักประกันที่เราหวังจะพึ่งพาในวันที่จำเป็นครับ
