Yes and No! We still need a Federal Framework like NIMS, emergency comms/networks, and coordinating resources people and materials during the preparation and response phases of disasters. This could be achieved by restructuring FEMA to a mission focused on preparation and response.
What needs to be completed reimagined or removed as a Federal task is the recovery and mitigation sides of FEMA, which have become too bureaucratic and the management of recovery and mitigation funds should be transferred to the States/Counties.
Also, consider sending HUD CDBG-DR (community development block grants - disaster recovery) funding, that is part of the post storm funding for affected Counties, directly to those counties, without all the red tape associated with the grants.
