Pennsylvania has multiple proposals to ban Flock and ALPR cameras.

Sen. Dan Laughlin has pushed an outright ban; other Senate and House lawmakers have circulated proposals to prohibit Flock/networked ALPR systems or mass suspicionless ALPR surveillance.

A St. Johns County resident requested her own Flock ALPR records and found her vehicle logged 154 times in just 30 days — 119 actual photos, plus 23 hits on a single afternoon while driving to a family birthday party.

A federal judge just ruled that pulling a month of warrantless ALPR history is an unconstitutional search and “indiscriminate mass surveillance.”

They’re still running the cameras under the guise of “public safety.”

There isn’t an exact number, but there’s been estimates of around 80 million warrantless searches conducted by police department since flock cameras have been installed in 2024.
