A federal grand jury subpoenaed Ruben Gallego's leadership PAC in August. The headlines stopped at Disney trips and a $400 payment to his mother-in-law.
I pulled every FEC filing for his four committees going back to 2014, roughly 17,000 line items, and the Disney trip is the smallest thing in there.
Here is what the records actually show. Dollar figures come straight from the filings...
Repeat resort spending... Loews Miami Beach every March in 2020, 2024 and 2025 ($14,512 total, $9,180 in 2025 alone)... Disney properties $17,012 all cycles... Sedona $55,840... Nantucket and Martha's Vineyard $21,530... Puerto Rico overall $244,338.
Swallego Victory Fund, his joint committee with Eric Swalwell, spent two thirds of everything it raised on tickets and dinner. $56,505 raised from 10 donors in Feb 2023... $27,700 to Fox Corp and $7,000 to Comcast for tickets (61% of receipts on tickets alone), plus $2,715 at The Henry, total $37,415. Only $15,288 (27%) went to the two campaigns.
A St. Barts trip shows up in Juntos PAC itemizations... an American Airlines charge of $1,423.03 on the Mar 16, 2026 report, matching the reported return flight for Sydney Gallego, plus Spirit $519.49 and Tradewind $579.50. Separately, Carlos Zaffirini, her employer and AHCV CEO, gave Juntos $5,000 on Nov 14, 2025. The filings do not connect the two, but the timing is worth noting....
Gallego Victory Fund paid Dorado Beach Ritz-Carlton $160,930, 65% of the fund's entire operating spend, plus $22,000 to TKO Worldwide (UFC/WWE) for tickets. Only $20,000 of its $836,252 in individual money came from Puerto Rico residents... the rest was mainly California crypto executives (Kraken/Payward, $12k each), Jane Street, Two Sigma and General Atomics.
Double itemization... Walt Disney Co. $1,122.76 appears twice on Juntos's June 23, 2025 report, and a $561.38 Disney charge appears in both Juntos and the campaign.
Itemized childcare of $17,882 across 2019-26, with 2025-26 childcare-coded lines of $23,969 ranking third of 36 campaigns that report any.
The campaign has paid $24,481 in car leases and insurance... Ally 2023-24, then Stellantis at about $600 a month coded as "travel", plus a $3,045.71 Courtesy CDJR lease payment and $1,517.05 USAA insurance. The NYT reported Sydney Gallego used a campaign SUV.
$145,248 reimbursed directly to Gallego across all cycles, $28,613 of it in 2025.
Juntos PAC gives 17.2% of its $1.43M in disbursements to candidates, versus a 35.5% median among 117 comparable leadership PACs (25th lowest). Travel, meals and events are 30.7% of its itemized spend versus a 14.1% median.
Dec 4, 2025, a $1,904.15 reimbursement to Gallego that includes $1,250 to Hunting Guides Services in Stanley, VA. I could not find a fundraising event disclosed for that date.

In one Arizona case, the owners of two wound care companies pleaded guilty to more than $1.2 billion in fraudulent claims. Medicare paid over $1 million per patient for grafts slapped on elderly patients who didn't need them, many of them dying in hospice.
In June, DOJ charged 11 more defendants over more than $2 billion in allograft claims, including a company accused of issuing sham invoices to inflate what Medicare paid.

ELECTION INTEGRITY UPDATE:
Last night the County Recorders received years of felony records withheld by the Secretary of State.
Fontes blamed the DOJ. I called the DOJ directly: they had provided the reports for years. After we exposed his failure publicly, the missing files suddenly appeared.
Our pressure delivered results for all 15 counties. Now Recorders across the state must tackle his backlog just days before early voting begins.

Adrian Fontes is lying. Secretary Fontes blamed the DOJ for more than a year of missing federal felony reports. I spoke with DOJ officials directly who have confirmed that all reports through the first quarter of 2026 have been previously provided to the AzSOS.
Additionally, in response to my release, the DOJ sent the files for the second quarter of 2026 to the SOS this morning.
By law, the DOJ can only provided these files to the Secretary of State. Secretary Fontes now needs to provide those reports to the County Recorders so we can ensure felons are not permitted to vote in this comming election.

RECORDER HEAP: SECRETARY OF STATE’S FAILURE TO PROVIDE FELONY RECORDS JEOPARDIZES VOTER REGISTRATION LIST MAINTENANCE AHEAD OF GENERAL ELECTION
PHOENIX, Arizona — Maricopa County Recorder Justin Heap is calling on Arizona Secretary of State Adrian Fontes to immediately address his office’s failure to provide county recorders with timely, complete, and usable federal felony-conviction data as Arizona approaches the November General Election. This announcement follows months of administrative outreach and technical follow-up by county election officials to resolve the issue.
Under A.R.S. § 16-165(A)(4), county recorders are required to cancel the registration of electors convicted of a felony who have not had their civil rights restored. To carry out that responsibility, recorders depend on the Secretary of State to obtain and provide critical voter-eligibility information from state and federal agencies. When the Secretary fails to provide that information, county recorders cannot identify and cancel every ineligible registration the law requires them to cancel.
One of those critical sources is federal felony-conviction data obtained by the Secretary of State from the U.S. Department of Justice. The most recent federal felony report received by the Maricopa County Recorder’s Office covers only the second quarter of 2025. That leaves more than a year of federal felony conviction data unavailable to the Recorder’s Office as it conducts list maintenance ahead of the General Election.
The problem is not limited to the missing 2025 and 2026 data. The federal felony records provided by the Secretary contain sizable gaps dating back to 2022, and the Secretary’s Office has been unwilling or unable to confirm that the records it has provided are complete.
Even when felony records are provided, the Secretary of State fails to provide them in the proper electronic format and import them into the statewide voter registration system as required by his own Election Procedures Manual. Instead, the Secretary only provides static statewide PDF reports, bypassing the automated hard match system and forcing Recorder staff to manually identify Maricopa County records, cross-reference them, and manually enter the information one record at a time. Bypassing the automated imports destroys statewide uniformity across Arizona’s 15 counties under federal law (52 U.S.C. § 20507(b)(1)) by forcing each county to implement ad hoc manual workarounds. What should be routine voter-registration maintenance has instead become a labor-intensive manual process.
“This is not a minor administrative delay. It is a failure that directly affects our ability to keep the voter rolls accurate,” said Recorder Heap. “Arizona law requires my office to cancel the registration when we receive qualifying felony-conviction information. But we cannot remove an ineligible elector we have not been told about. The Secretary of State has allowed the federal felony data to fall years behind, cannot assure us that prior records are complete, and has made the limited records we do receive harder to process.”
“With the General Election approaching, this needs to be fixed now. County recorders are prepared to do our job. The Secretary of State needs to do his.”
The Maricopa County Recorder’s Office is calling on the Secretary of State to immediately obtain and provide complete and current federal felony-conviction data from the Department of Justice, account for the gaps in previously provided records, confirm that the information supplied to county recorders is complete and current, and restore the automated electronic import process into the statewide voter registration system to ensure uniformity and accurate list maintenance.
