The original "Rokudenashi Blues" was published in Weekly Shonen Jump from 1988-1997.

The Spin-Off will focus on the story between two of the four Heavenly Kings of Tokyo: Onizuka from Shibuya & Kasai from Ikebukuro which was not depicted in the main story.
