According to reports, Mast sharply questioned why Rwanda and the two other Middle East natiins continue to maintain and expand relations with China and Iran—countries Washington considers strategic rivals. The exchange reportedly broke from typical diplomatic tone, with direct and pointed language rarely seen in such settings.
Rwanda was specifically pressed over its cooperation with China, particularly in infrastructure development, financing, and long-term economic partnerships. Concerns were also raised, more broadly about engagement with Iran, as part of a wider U.S. push to limit Tehran’s global ties.
However, Rwanda’s position remains clear and consistent: its foreign policy is guided by national interest, not geopolitical pressure. Engagement with China has been instrumental in delivering roads, public infrastructure, and investment critical to Rwanda’s growth ambitions.

Far from being reactive, Rwanda’s strategy reflects deliberate sovereignty, choosing cooperation where it delivers results, and resisting pressure where it conflicts with national priorities.
