The River Corrib and Galway weir in Galway city. This weir was installed in the 1950s as part of the Corrib–Clare arterial drainage scheme. It replaced an earlier weir built in the mid-1800s as part of the first flood scheme. This is the site of a major salmon fishery owned and operated by Inland Fisheries Ireland (IFI).
Atlantic Salmon (Salmo salar) is a Qualifying Interest of the Lough Corrib SAC. Yet the salmon fisheries operated by IFI in this catchment have never been subject to Appropriate Assessment.
Under the Habitats Directive, any plan or project capable of significantly affecting a Natura 2000 site must undergo AA and can only be screened out if it is shown beyond reasonable scientific doubt that significant effects are not possible. The annual salmon regulations and byelaws that set catch limits on rivers such as the Corrib are clearly plans or projects under Article 6(3), yet no assessment has ever been carried out to demonstrate that this exploitation is consistent with the site’s Conservation Objectives.
IFI uses a risk-based model that sets quotas so there is a 75% chance of meeting conservation targets. In other words, there is a one-in-four chance that the targets will not be met in any given year. EU law requires a far higher standard of certainty – there should be no reasonable scientific doubt.
By screening out the annual salmon regulations without site-specific assessments, IFI is not complying with the Habitats Directive. Protecting Natura 2000 rivers requires a precautionary approach and independent conservation oversight, not fisheries management practices that accept a 25% risk of failure.
The current approach also ignores other impacts, such as catch-and-release angling on already stressed salmon populations, disturbance to other wildlife, biosecurity risks, and barriers created by fish counting weirs.
IFI has introduced mitigation measures such as closing fisheries when water temperatures reach 20°C to protect salmon. However, under the Habitats Directive, projects affecting a Natura 2000 river cannot be screened out on the basis of mitigation. Reliance on mitigation is only permissible at the Appropriate Assessment stage, where effects on Qualifying Interests are assessed.
Lough Corrib SAC is also designated for Sea Lamprey (Petromyzon marinus), another Qualifying Interest of this Natura 2000 site. However, this species is now on the verge of extinction in the river. Lamprey migration is almost completely blocked by the weir.
Managing a Natura 2000 river is not about providing fish for anglers. Angling is legally recognised as a pressure that can undermine the restoration of salmon populations. Inland Fisheries Ireland is an agency whose very name reflects a focus on exploitation rather than conservation. This dual role creates an inherent conflict: angling is treated as a priority, yet within a Natura 2000 site it is legally a pressure that threatens the recovery of salmon populations.
