Political Islam often works this way. Formal laws are not always necessary. Once a community applies pressure in the name of religion, people comply out of fear. These moral police sees what they do as religious duty, and the rights and interests of minorities are pushed aside in the name of majority.
You can say this action is correct because beer is not allowed is Islam. That is correct and I agree with that.
But Beer is allowed for non-Muslims. To keep the "harmony" the "solution" is to force non-Muslims to go to a speedmart located in a non-Muslim area, which may be far away. Many Malaysians actually think this is the correct approach. My question is: who decides what other product cannot be sold?
There is no solution, because the problem is community sentiment grounded in religious belief. One likely result is that nons will choose to live among themselves, produces ghettos, which is bad for the country in the long run.
Moral policemen rarely consider this, because their thinking is clouded by belief.
If you have a solution, share it. Please do not say we need more laws. This case shows that laws do not decide the outcome. Think it through logically.

I talked about how the trust deficit is probably the biggest obstacle to meaningful fiscal reforms in Malaysia, and how BERSAMA plans to address it. Many Malaysians understand that paying RM1.99/litre for fuel (cheaper than a bottle of mineral water) is not sustainable. Yet, many are reluctant to give up subsidy benefits because they are not confident the money saved will be put to good use by the government (high profile corruption cases in recent years made it worse).

The same trust deficit applies to GST reform. Policymakers should first address the trust deficit among Malaysians before they can rollout any meaningful fiscal reforms.
