Interesting glimmer of hope for #dv2020 and #dv2021.
In Bo Li v. Blinken, J. Henderson (one of the judges in the Goodluck case) found the following: "sometimes the irreparable harm that plaintiffs fear when seeking preliminary relief continues to occur even after the deadline for requested relief passes, perpetuating or even exacerbating the alleged irreparable harm. Were that shown, we would retain the ability on appeal to offer effective redress." This means that at least Henderson believes relief can be offered to redress wrongdoings by @TravelGov, if she were to find that they behaved unlawfully.

The diversity visa will not counter Russian/Chinese influence alone and has limitations. However, it demonstrates that immigration is a vital asset in great power competition and shouldn’t be done away with thoughtlessly.

In my view, the opinions on the Gomez/Goodluck/Rai appeals have not been issued yet because they involve complex issues (that take work to sort out), and the Circuit Court of Appeals for DC is buried with many other important cases that also involve serious matters.
It has been over 1.5 years since @SecBlinken and the Biden administration appealed our victories in the Gomez and Goodluck lawsuits. Thousands of FY-2020 and FY-2021 Diversity Visa winners remain in limbo - not because of Trump and Pompeo, but because of Biden and Blinken.
