Uba Sani Signs 3 Landmark Laws to Transform Energy, Agriculture, and Climate Governance in Kaduna

The Kaduna State Government has described the signing of three strategic laws by Governor Senator Uba Sani, CON, as a major milestone in the State’s drive to accelerate economic growth, strengthen institutions, and promote sustainable development.

In a statement issued by the Honourable Commissioner for Information and Culture, Malam Ahmed Maiyaki, the Government said the newly enacted Kaduna State Electricity Law, 2026, Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and Kaduna State Climate Change Advisory Board Law, 2026 provide a comprehensive framework for transforming the State’s energy, agriculture, and environmental sectors.

Speaking on the development, Deputy Chief of Staff, Legal and Legislative Matters to the Governor, Dr. Mustapha Musa, described the three laws as one of Kaduna State’s most transformative governance reform packages, aimed at expanding energy access, accelerating agricultural growth, strengthening climate resilience, and driving sustainable economic development through strong institutions.

The Kaduna State Electricity Law, 2026 establishes the Kaduna State Electricity Regulatory Commission to oversee electricity generation, transmission, distribution, and supply within the State, while creating opportunities for private-sector investment, renewable energy development, and improved access to electricity.

The KADFund Law, 2025 creates a dedicated financing mechanism to support farmers, cooperatives, agribusinesses, and agricultural value-chain actors through grants, soft loans, technical assistance, and investments in critical infrastructure aimed at boosting food security and agricultural productivity.

Similarly, the Kaduna State Climate Change Advisory Board Law, 2026 establishes a state-level framework for climate action, environmental sustainability, climate finance mobilization, and the integration of climate considerations into development planning, reinforcing Kaduna’s commitment to sustainable development.

Maiyaki said the three laws collectively underscore the administration’s vision of building resilient institutions capable of driving inclusive growth, attracting investment, expanding opportunities, and delivering lasting benefits to citizens.

He noted that the landmark legislations reflect Governor Uba Sani’s commitment to laying the foundations for a prosperous, sustainable, and competitive Kaduna State through electricity sector reform, agricultural transformation, and climate-responsive governance.

According to him, the reforms establish the institutional framework needed to strengthen food security, improve living standards, and position Kaduna as a model for innovation, sustainable development, and effective subnational governance.

Airlift Of Kaduna Pilgrims To Commence On June 15

The Kaduna State Pilgrims Welfare Agency said that airlift of pilgrims to Nigeria will commence the 15th June 2026 from the Holy Land.

Announcing the date on Tuesday, the Chairman of the Agency, Malam Salihu S. Abubakar, stated that all pilgrims will be airlifted back home in the same order in which they arrived in Saudi Arabia.

He explained that pilgrims who came on the first flight will return on the first flight, and subsequent groups will also return according to their respective flight schedules.

The Chairman further emphasized that no pilgrim will be allowed to change or choose a different return flight outside the arrangement made by the Agency.

He urged all pilgrims to cooperate with officials and adhere strictly to the return schedule, to ensure a smooth and successful return journey.

Kaduna Ranks Among Nigeria’s Top Three Performing States as Independent Assessments Validate Reform Agenda

The Kaduna State Government has welcomed the outcome of the 2025 Phillips Consulting State Performance Index (pSPI), which ranked Kaduna State 3rd nationally and awarded it an Excellent Four-Star Rating, placing it among Nigeria’s highest-performing states.

In a statement issued by the Honourable Commissioner for Information and Culture, Malam Ahmed Maiyaki, the Government described the ranking as an independent validation of the reform-driven and people-centred policies being implemented by the administration of Governor Uba Sani.

According to the Commissioner, the ranking reflects measurable progress in governance, fiscal management, economic development, infrastructure, healthcare, education, agriculture, security, and social inclusion.

"This recognition is significant because it comes from an independent and credible assessment that combines objective performance indicators with citizen feedback. It confirms that Kaduna State is making steady progress in strengthening institutions, improving governance outcomes, and expanding opportunities for its citizens," Malam Maiyaki said.

The Commissioner noted that the latest ranking adds to a growing list of independent recognitions received by Kaduna State. Earlier in the year, the state emerged Number One in Nigeria on the 2025 Transparency and Integrity Index (TII) published by the Centre for Fiscal Transparency and Public Integrity (CeFTPI), while also recording the country's highest score on the Control of Corruption Indicator.

The Commissioner further said the recognitions reflect the impact of ongoing reforms and investments across critical sectors.

"These rankings are encouraging because they demonstrate that our efforts are yielding measurable results. However, our focus remains on improving the lives of our people through inclusive development, economic empowerment, quality service delivery, and sustainable peace," the statement stated.

Malam Maiyaki reaffirmed the commitment of Governor Uba Sani’s administration towards building a peaceful, prosperous, transparent, and globally competitive Kaduna State, while sustaining reforms that will deliver greater benefits to citizens.

The Kaduna State Government expressed appreciation to citizens, development partners, traditional and religious institutions, civil society organisations, and other stakeholders whose support continues to contribute to the state's progress and development.

Three years ago, when Senator Uba Sani was sworn in as Governor of Kaduna State on May 29, 2023, he inherited a state facing challenges far beyond the ordinary demands of governance. Kaduna was weighed down by insecurity, fiscal pressures, economic disruption, and deep social divisions.

Banditry, kidnapping, and violent attacks had become recurring threats across many communities. Thousands of farmers had abandoned their fields, rural economies were struggling, and public confidence in government had diminished. Yet beyond these visible problems lay an even greater challenge: the erosion of trust among the people.

Years of ethno-religious tensions had left deep scars on Kaduna’s social fabric. Communities increasingly retreated into identities defined by ethnicity, religion, and geography. Political discourse often deepened divisions rather than building consensus. In many respects, Kaduna appeared trapped in a cycle of insecurity, mistrust, and uncertainty.

Many expected the new governor to spend his tenure explaining away inherited difficulties. Others predicted years of political recrimination and blame. Instead, Uba Sani chose a different path. He refused to become a prisoner of circumstance and embraced the harder task of rebuilding confidence and restoring hope.

Rather than dwelling on the failures of the past, he focused on the possibilities of the future. Rather than governing through resentment, he pursued reconciliation. Rather than exploiting existing divisions, he sought to heal them.

His governing philosophy was captured in a statement that has since become synonymous with his administration: “We chose dialogue over division, inclusion over exclusion, compassion over bitterness, and service over propaganda.” Few political declarations have been reflected more consistently in governance outcomes.

Three years later, Kaduna’s transformation is visible not only in physical infrastructure but also in the renewed confidence of its people. Indeed, Governor Uba Sani’s greatest achievement may not be measured solely in roads, hospitals, or budgetary statistics. It may be found in the restoration of trust and the rebuilding of social harmony across one of Nigeria’s most diverse states.

When he assumed office, Kaduna remained burdened by longstanding ethno-religious fault lines. The old divisions between communities often shaped public perception and political engagement. Uba Sani consciously rejected that trajectory.

“My dear people, Kaduna State belongs to all of us. Our diversity is not a weakness; it is our greatest strength,” he declared.

Those words were more than political rhetoric; they became a governing principle. Across the state, development projects, social investments, and public interventions increasingly reflected a deliberate commitment to fairness and inclusivity. Communities that once felt excluded now see themselves as stakeholders in a common future.

The long-standing and politically charged divide between Kaduna North and Southern Kaduna has gradually lost some of its potency because the administration has consistently promoted what may be described as the politics of belonging. Inclusion has replaced exclusion as a central theme of governance.

This philosophy is perhaps most evident in the administration’s approach to security.

At the beginning of his tenure, insecurity represented one of Kaduna’s greatest challenges. Entire communities lived in fear. Agricultural activities declined. Markets suffered disruptions, and schools struggled to operate in affected areas.

Governor Sani understood that while security operations were necessary, sustainable peace required more than military action alone. Lasting stability, he argued, must rest on justice, fairness, opportunity, and mutual respect.

In a historic move, His Excellency personally visited Kaduna State pilgrims.

Remarkably, he is the first sitting governor to do so since 1999—a thoughtful gesture that brought immense joy and a deep sense of pride to Kaduna State pilgrims.

During the visit, Governor Uba Sani toured all the pilgrims' tents in Muna, enquired about their welfare and generously gifted each of them 300 Saudi Riyals from his personal funds.

Demonstrating his compassionate leadership, the Governor also took time to visit and comfort a sick pilgrim who was receiving care .

Kaduna State Governor, Uba Sani, has gifted 300 Saudi Riyals to each pilgrim from Kaduna State currently in Saudi Arabia.
The Governor personally visited the pilgrims at their tents in Muna on Thursday night.
- He commended the pilgrims, the Kaduna State Pilgrims Welfare Agency, and the state Hajj delegation for ensuring a smooth and organized exercise.
- He urged the pilgrims to pray for sustained peace and development across Nigeria.
- At current exchange rates, this gift translates to approximately 114,000 Naira per pilgrim.

APC Constitutes High-Powered Ekiti Governorship Campaign Council with Uba Sani as Chairman, Akpabio, Abbas, Governors, Ministers, Others as Members

The All Progressives Congress (APC) has constituted a high-powered National Campaign Council for the forthcoming Ekiti State Governorship Election, with Kaduna State Governor, Senator Uba Sani, serving as Chairman of the council.

Governor Uba Sani was earlier appointed Chairman of the Campaign Council by the party on April 24, 2026, ahead of the election scheduled for June 20, 2026, by the Independent National Electoral Commission (INEC).

The campaign council, unveiled by the APC National Secretariat at Buhari House, Abuja, comprises top party leaders, governors, ministers, federal lawmakers, and key political stakeholders across the country.

According to the document signed by the APC National Secretary, Senator Surajudeen Ajibola Basiru, President of the Senate, Senator Godswill Akpabio, will serve as Vice Chairman of the council.

Other prominent members include Speaker of the House of Representatives, Rt. Hon. Tajudeen Abbas; Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila; Governors Hope Uzodimma, AbdulRahman AbdulRazaq, Babagana Zulum, Dapo Abiodun, Ahmed Aliyu, Mohammed Umaru Bago, and Lucky Aiyedatiwa.

Former governors Kayode Fayemi and Yahaya Bello, alongside ministers Dele Alake, Sunday Dare, and Bunmi Tunji-Ojo, were also named members of the council.

The APC further constituted strategic sub-committees on Election Planning and Management, Finance and Resource Mobilisation, Media and Publicity, Security, as well as Women and Youth Mobilisation to coordinate campaign activities ahead of the poll.

The composition of the council is a reflection of the importance the ruling party attaches to the Ekiti governorship election and a vote of confidence in Governor Uba Sani’s leadership and political mobilisation capacity.
