What about the issue of the immense volume of nowadays liras not in the hands of the people/banks or even out of Syria (for example in other countries, or under the control of ex-regime figures), can't they manipulate the currency and the economy if no new notes are introduced?
Of course reprinting would only solve that if it comes with strong customs controls and anti money laundering policies.
