It looks like 4:18 to me. The only problem is that the our hand does not match the minute hand. If it was 4:18, the our hand would need to be less than halfway between four and five on the clock, and it is almost all the way to five while the minute hand is not yet to 30 minutes, but is at 18 minutes… The hour hand is showing about 4:50 while the minute hand is showing 4:18…
