If you listen carefully, the shaykh is speaking about the population not the governments, he makes a distinction in the video.

Firstly @mohammed_hijab get your dates right, the raid on Karbalāʾ by the First Saudi State was in 1802, not 1818. 1818 was the year the First Saudi State collapsed.
Secondly it wasn’t a massacre, it was a raid to seize the immense wealth stored in the shrine of al-Ḥusayn b. ʿAlī (رَضِيَ اللهُ عَنْهُ).
This raid was a response to the massacre carried out by the Shīʾī tribe of Āl Khuzāʿil against 300 Wahhābī pilgrims passing through al-Ḥillah and Mashhad ʿAlī, and the Ottomans refused to punish them. Imām Saʾūd the Great decided to take matters into his own hands.
Shaykh Saīd al-Kamalī حفظه الله explains the lies of some Sufi’s who would lie about the Muslims in Saudi to Shaykh al-Shinqīti when he went Hajj - calling them Wahabbi’s and saying they’re killers etc.
The Shaykh went there and found them to be a good group of Muslims upon Hanbali Fiqh and Salafi Aqīdah. Exactly as where the people in his home and many places in North Africa long before the books of Ibn Taymiyyah reached them

Ottoman Grand Mufti, Shamsuddīn Ibn Kemāl Bāsha al-Hanafī [D.940H] رحمه الله mentions in his treatise of the Takfīr of the Rāfidah:
“It is mentioned in al-Bazzāziyyah that whoever denies the caliphate of Abu Bakr (may Allah be pleased with him) 𝗶𝘀 𝗮 𝗱𝗶𝘀𝗯𝗲𝗹𝗶𝗲𝘃𝗲𝗿 𝗮𝗰𝗰𝗼𝗿𝗱𝗶𝗻𝗴 𝘁𝗼 𝘁𝗵𝗲 𝗰𝗼𝗿𝗿𝗲𝗰𝘁 𝗼𝗽𝗶𝗻𝗶𝗼𝗻, and whoever denies the caliphate of Umar (may Allah be pleased with him) 𝗶𝘀 𝗮 𝗱𝗶𝘀𝗯𝗲𝗹𝗶𝗲𝘃𝗲𝗿 𝗮𝗰𝗰𝗼𝗿𝗱𝗶𝗻𝗴 𝘁𝗼 𝘁𝗵𝗲 𝗽𝗿𝗲𝗳𝗲𝗿𝗿𝗲𝗱 𝗼𝗽𝗶𝗻𝗶𝗼𝗻.”
